Amended planning conditions relating to construction working hours to facilitate social distancing on construction sites
In July 2020 the Government introduced a process to enable urgent changes to construction working hours to support safe working in line with social distancing guidance on construction sites. For many construction sites, this requires changes to working practices, including staggered starts and finishes, requiring different hours of operation to those which are currently permitted for the site through planning conditions.
The process introduced provides a temporary, fast track route for developers to apply to local planning authorities to vary existing conditions that limit construction site working hours.
Approvals temporarily amend planning restrictions on construction working hours until 1 April 2021.
If the council does not determine the application within 14 days (excluding public holidays), the revised working hours are deemed to have been consented to and construction can take place in accordance with these new hours. The government guidance set outs that reasonable and proportionate changes to construction hours should be accepted unless there are other compelling reasons against the change. In deciding this, local planning authorities should consider:
- the need for proposed extended working hours as a result of social distancing
- any mitigating measures to be put in place to avoid significant impacts on businesses and the health and quality of life of those people in the near vicinity
- the original reasons for any existing limits on construction working hours
- the extent of additional working, compared to current permitted hours, and the degree to which this variation is expected to result in local impacts that cannot be mitigated.
There is no requirement to publicise requests for revised working hours or notify local residents but the relevant ward councillors, environmental health officers and others officers will be engaged.
A number of such requests have been received and approved the details of these are set out below. The extended hours are subject to additional controls over the works which can take place within those extended hours to minimise the impact on neighbouring residents.

Changes to planning application notifications

The plans to no longer send letters for planning applications will not go ahead on 1 September 2017. Letters will be sent until further notice.
Local groups can continue to sign up to receive notification of planning applications via email. To receive our weekly list of applications by email, please email planningsupport@haringey.gov.uk

In line with the 2017 Revised Statement of Community Involvement, consultation letters will no longer be sent for planning applications as of 1 September 2017. Where there is a legal duty to consult a site notice will be placed at each site.
Local groups can also sign up to receive notification of planning applications via email.

Due to technical issues the changes to consultation have been postponed from 1 June to 1 September.
