Low traffic neighbourhood exemptions

Following an extensive listening exercise, which included 3 rounds of engagement, the council’s Cabinet agreed in December 2021 to introduce trial low traffic neighbourhoods (LTNs) in Bounds Green, Bruce Grove West Green and St. Ann’s as part of our Haringey Streets for People initiative. The aim is to reduce through traffic, improve air quality and support residents and visitors to walk, cycle, and shop locally.

Meeting the needs of residents with access and disability needs was an important part of the low traffic neighbourhood design process. Following feedback, the Cabinet Member for Climate Action, Environment and Transport considered a variety of options and approved motor vehicle exemptions for the following:

What happens if a driver contravenes the Low Traffic Neighbourhood (LTN) restrictions?

The LTN restrictions are enforced by CCTV cameras. If motorists who don't have a valid exemption issued by the council are observed driving through camera-enforced LTN restrictions, they can be issued with a Penalty Charge Notice (PCN). The penalty charge is £130, reduced to £65 if paid within 14 days from the date of issue of the PCN. If the charge is not paid on receipt of the Notice to Owner, it will increase to £195.
