Resident Blue Badge Holder Permit
The Resident Blue Badge Holder Permit is a virtual permit and has been introduced to tackle the theft of Blue Badges from disabled drivers’ vehicles.
It’s made possible through the introduction of the council’s virtual permits system.
The Resident Blue Badge Holder Permit replaces the old paper Companion Badge permit and has slightly different conditions of use.
- This permit is available to all Blue Badge Holders across the borough who keep and use a vehicle
- The vehicle may be registered to anyone in the same household as the Blue Badge holder
- The permit is issued free of charge
- It is renewable annually at present, but in the future, we will align the expiry dates of both the Resident Blue Badge Holder Permit and Disabled Blue Badge
Because the new permit is virtual, there will be no need to display anything in the vehicle. The council holds the vehicle registration number linked to the permit in its online permits system and Civil Enforcement Officers (CEOs) will be able to check whether your vehicle is allowed to be parked where it is.

Who is eligible?
You can apply for a Resident Blue Badge Holder Permit if:
- you hold a valid disabled Blue Badge and live in Haringey
- the vehicle registration document (V5C logbook, mobility agreement or insurance document) is registered to your address
Where you can park
The Resident Blue Badge Holder Permit is valid borough-wide without a time limit in the following zones (if you are parked a single or double yellow line in which you would have to display your Blue Badge and clock, there is a time limit of up to 3 hours):
- Resident bays within a controlled parking zone (CPZ)
- Shared use bays – residential/pay by phone
- Shared use bays – permit holder/pay by phone
- Permit holders bays
- Disabled bays (except dedicated disabled bays)
- Pay by phone-only bays
The Blue Badge holder must be present when using the permit. The Blue Badge must be available for inspection when requested by an enforcement officer.
The permit is not valid for use in or on:
- single and double yellow lines. If you want to park on single and double yellow lines you must display your Blue Badge and time clock
- a dedicated disabled (Blue Badge) bay. Dedicated disabled (Blue Badge) bays are reserved for holders of the permit for that specific bay - their permit will include the bay reference
- a private car park, including Homes for Haringey car parks
Please make a note of the following restrictions applying to the use of Blue Badges:
- you cannot park at any time a loading restriction is in place (please refer to local signage and kerb markings)
- you have a maximum waiting time of 3 hours from the time you park on single or double yellow lines and set your time clock
How to apply for a Resident Blue Badge Holder Permit
Click the button below to create an online permit account to apply for your permit. You will be issued with a virtual permit and won’t have to print it at home or wait for us to send it to you.
If you’re registered to vote or pay council tax, you won’t have to supply any proof of residency when you apply for or renew a Resident Blue Badge Holder Permit. If you’re not registered to vote or pay council tax, you will need to provide one of the following:
- a signed assured shorthold tenancy, or the letter of completion from your solicitor in which they confirm the property is for your residence only
- an HM Revenues or Department of Work and Pensions letter, signed and recently dated
- a signed housing association or council tenancy agreement
- a driving licence photo identity card showing your current address
You will also need to upload one of the following to prove that the vehicle is registered at your address:
- a vehicle registration document (DVLA V5C)
- a new keepers slip (V5C/2) plus a bill of sale for the vehicle on headed company paper
- confirmation of registration details plus bill of sale for the vehicle on headed company paper
- a vehicle lease agreement
- a company car arrangement on headed letter paper
You will be required to enter your Blue Badge number or upload a copy of both sides of your Blue Badge to support your application.
Once your application is approved, you can use your virtual permit straight away.
Apply for a Resident Blue Badge Holder Permit
For residents who may not be able to apply online, please contact customer services to enquire about Haringey’s assisted digital service and other application options, including any reasonable adjustments the council may need to make for you.
How to renew your virtual permit
Please log in to your online permit account, select the permit you wish to renew and provide the required proofs, before paying.
Permit renewal will be available 5 weeks ahead of the date your permit expires. You will receive an email notifying you your renewal is due.
Making changes to your virtual permit
You can make changes to your permit in your permit account.
Updating your contact details
You can update your email address or phone number within your personal details in your permit account.
Changing your vehicle
You can apply to change the vehicle or the vehicle’s license plate in your online permit account. The vehicle’s license plate is also known as the number plate or vehicle registration mark (VRM).
You can change the vehicle or the vehicle’s license plate by viewing the current permit within your online permit account, and selecting the appropriate option.
You will need to upload one of the following:
- A vehicle registration document (DVLA V5C), also known as a log book showing that the vehicle is registered at your address
- A new keeper’s slip (V5C/2) plus a bill of sale on headed company paper
- Confirmation of the vehicle registration details plus a bill of sale on headed company paper
- A lease agreement
- A company car arrangement on headed letter paper
- If the only change is the VRM, please provide a scanned copy of the Certificate of Entitlement (V750) provided by the DVLA
Change of address
If you're moving home within the CPZ, or to another Haringey CPZ, you can request your account and permit to be changed via your online permit account.
Please note - editing your address in ‘Personal Details’ in your online permit account does not change the address or CPZ your permit is valid for.
In order to have your account and permits changed to your new address on the right date, login to your online permit account, then:
- click to ‘View’ the permit you want to be valid for your new address
- click ‘Contact us about this permit’
- complete the details of your request - including the date you wish the change to be made, and upload residency proofs for your new address
- once your request is submitted, we’ll make the change for you and confirm once this is done
We ask that you make your request at least 5 working days in advance of your moving date.
You must provide one of the following:
- a signed assured shorthold tenancy agreement, or the letter of completion from your solicitor in which they confirm the property is for your residency only
- a letter from HM Revenues or Department of Work and Pensions, signed and recently dated, showing your address
- a signed housing association or council tenancy agreement
- a driving licence photo card showing your address within the CPZ

Cancellations of virtual permits
If you no longer need your permit, you can make a request in your online permit account for it to be cancelled.
Your duties as a permit holder
It's your duty to ensure:
- your permit is valid
- your permit hasn’t expired
- the registration number is correct
- you inform the council if your Blue Badge is cancelled or expired
- your permit is used in accordance with the conditions of issue
