Resident carer's permit

Who can apply for a resident carer’s permit?

A resident carer's permit is for people in Haringey who care for residents in their own home.

Residents who live in a controlled parking zone (CPZ) can apply for a resident carer’s permit if their medical practitioner, nurse or social worker has completed and signed a  declaration of care (PDF, 158KB). Nannies and care providers for young children are also eligible. 

The application must be made by the resident on behalf of their carer. The vehicle should be registered to the carer.

Please note:

  • we don’t issue carer’s permits to commercial care enterprises
  • we don’t issue more than one permit for a carer

The resident carer’s permit is valid for resident or resident shared use bays in the specified CPZ.  The permit isn’t valid for pay by phone-only bays.

How to apply for a virtual permit

If you have a current paper permit, please wait until it expires to applying for a new virtual permit.

Click the button below to create an online parking account and apply for your permit. You will be issued with a virtual permit so you won’t have to print it at home or wait for us to send it to you.

If you’re registered to vote or pay council tax, you won’t have to supply any proof of residency when you apply for or renew a rResident carer’s parking permit. If you’re not registered to vote or pay council tax, you will need to provide one of the following, showing your address within the CPZ:

  • a signed assured shorthold tenancy, or the letter of completion from your solicitor in which they confirm the property is for your residence only
  • an HM Revenues or Department of Work and Pensions letter, signed and recently dated
  • a signed housing association or council tenancy agreement 
  • a driving licence photo identity card showing your current address 

You will also need to upload one of the following to prove that your carer is the registered keeper of the vehicle, or its sole user:

  • a vehicle registration document (DVLA V5C) in the applicant’s name
  • a new keeper’s slip (V5C/2) plus a bill of sale for the vehicle on headed company paper
  • confirmation of registration details plus a bill of sale for the vehicle on headed company paper 
  • a vehicle lease agreement 
  • a company car arrangement on headed letter paper

You must also complete and upload a declaration of care (PDF, 158KB) to support the application.

Once your application is approved you will be able to use your virtual permit straight away.

How to renew your virtual permit

Log in to your online parking account, select the permit you wish to renew and proceed to provide the required proofs and make payment.

Permit renewal will be available 5 weeks ahead of the permit expiry. You will receive an email notifying you a renewal is due.

Changing your vehicle

You can apply to change the vehicle, or the vehicle’s license plate in your online permit account. This is also known as the number plate or vehicle registration mark (VRM). Do so by viewing the current permit within your online permit account, and selecting the appropriate option.  

You will need to upload one of the following:

  • a vehicle registration document (DVLA V5C) in the carer’s name, also known as a log book
  • a new keeper’s slip (V5C/2) plus a bill of sale on headed company paper 
  • confirmation of your vehicle registration details plus a bill of sale on headed company paper 
  • a lease agreement
  • a company car arrangement on headed letter paper 

If the only change is the VRM, please provide a scanned copy of the certificate of entitlement (V750) provided from the DVLA.

If the new vehicle falls into a different emission banding (see the permit price list) we will either issue you with a pro rata refund, or you will be required to make an additional payment.

Changing address

If you're moving home within the CPZ, or to another Haringey CPZ, you can request your account and permit to be changed via your online permit account.  

Please note – editing your address in ‘Personal Details’ in your online permit account does not change the address or CPZ your permit is valid for.

In order to have your account and permits changed to your new address, login to your online permit account, then:

  • click to ‘View’ the permit you want to move
  • click ‘Contact us about this permit’
  • complete the details of your request – including the date you wish the change to be made, and upload residency proofs for your new address
  • once your request is submitted, we’ll amend your permit

We ask that you make your request at least 5 working days in advance of your moving date.

You must provide one of the following: 

  • a signed assured shorthold tenancy agreement, or the letter of completion from your solicitor in which they confirm the property is for your residency only
  • a letter from HM Revenues or Department of Work and Pensions, signed and recently dated, showing your address
  • a signed housing association or council tenancy agreement
  • a driving licence photo card showing your address within the CPZ

Cancellations and refunds (virtual permits)

If you no longer need your permit, you’re entitled to a pro rata refund for each full, unused month left on it.  An administration fee will apply.

Renewing your paper permit

Following the introduction of virtual permits, existing paper permits can’t be renewed.

Your duties as a permit holder

It’s your duty to ensure:

  • your permit is valid
  • your permit has not expired
  • the registration number is correct
  • your permit is used in accordance with the conditions of issue

Fraud prevention

We have a duty to protect public funds. The information you provide in the permit application form may be used for the prevention and detection of fraud. We may also share this information with other bodies responsible for auditing or administering public funds for fraud prevention and detection purposes.

Foreign vehicles

Residents who own a foreign vehicle must register it with the Driver and Vehicle Licensing Agency (DVLA) who will issue them with a V5 (logbook). The logbook can then be used to apply for a parking permit.

Refunds for paper parking permits

If you still have a paper parking permit and have moved out of Haringey or no longer own a vehicle, you may be eligible for a refund on your paper parking permit. Please fill in the  Permit refund request form (PDF, 67KB) and return it to the address on the form.

If you need to cancel a virtual parking permit, please use your parking permit account.
