Office to Residential Article 4 Direction
We intend to restrict permitted development rights which currently allow for the change of use from offices to residential without full planning permission. To do this, we made a non-immediate Article 4 Direction on the 16 April 2020 intended to apply within the borough's main town centres and designated growth areas.

- Finsbury Park
- Green Lanes
- Seven Sisters/West Green Road
- Tottenham Hale
- Bruce Grove
- Northumberland Park
Once confirmed, this type of development in these areas will require full planning permission. This is to ensure the Council can control and protect important areas of offices within the Borough, and ensure that where conversions to residential happen, they meet basic planning requirements such as space and amenity standards.
Consultation - 26 June to 7 August
While we appreciate that this a difficult time for everyone, and responding to consultations such as this may be more challenging, we believe that now, more than ever, we should seek to protect the interests of residents and businesses in the borough, particularly given the impact poor quality sub-standard homes can have on people's wellbeing.
We are therefore inviting comments on the Article 4 Direction to remove permitted development rights that allow for the change of use from office to residential without planning permission within the locations above. The documents below contain further details and full maps showing the locations it will apply to.
