Office to Residential Article 4 Direction

The Council previously restricted permitted development rights which allowed for the change of use from offices to residential without full planning permission. To do this, we made a non-immediate Article 4 Direction on the 16 April 2020, which was confirmed on the 26th June 2021 and expired on 31st July 2022 and applied within the borough's main town centres and designated growth areas. 

These are:

  • Wood Green
  • Muswell Hill
  • Crouch End
  • Finsbury Park
  • Green Lanes
  • Seven Sisters/West Green Road
  • Tottenham Hale
  • Bruce Grove
  • Northumberland Park

Why has the Article 4 Direction Expired

On 1 August 2021, new permitted development right from Class E (Commercial, Business and Service) to Class C3 (Residential) replaced current rights for change of use from office to residential.
The Government legislated for limited transitional arrangements so that the Council's existing Article 4 Direction continued to have effect on equivalent development in respect of offices (now within the Commercial Business and Service use Class E) until 31 July 2022. The consequence of this is that the current Article 4 Direction for Offices to Residential only had effect until 31 July 2022
