Parking policy changes

Outcome and details of the consultation on proposed parking policy changes 2024.

Implementation of changes

Approved changes to parking permit policy and charges were implemented in 3 phases.  

Phases one and two

The following changes were made live in April 2025:

  • electric vehicle (EV) parking in pay and display bays – introduce charges for EVs short-term parking
  • subsequent permit charging: introduce a new permit surcharge structure for additional permits
  • Temporary Cover Permit: introduce a 21-day temporary courtesy and hire car permit cover across our wider range of permits
  • updated permit charging structure to include a new EV charging tier: introduce a new permit charging tier for fully electric vehicles, also known as battery electric vehicles (BEVs)
  • introduce a new Workplace Virtual Blue Badge Permit: introduce a new free permit for Blue Badge holders who work in, but do not live in Haringey – similar to our existing Resident Virtual Blue Badge Permit
  • new business permit provision – business visitor permits: introduce business visitor permits to offer additional short stay options for local business parking

Phase three

The following changes were made live in September 2025:

  • administrative services:
    • change of address: introduce an administrative charge for change of address for permits
    • rejected permit applications: introduce an administration fee for permit applications that are rejected
  • innovative permit charging – vehicle size surcharging for a range of permits: introduce a parking permit surcharge that reflects the size of a vehicle

Remaining change to be implemented

The implementation date for the following change is to be confirmed:

  • electric vehicle (EV) charging bays – introduce charges for electric charging bays
