Transport is central to the success and prosperity of our residents and local businesses. Everyone, whether a bus passenger or a pedestrian, cyclist, motorcyclist, motorist, or rail user engages with Haringey’s transport infrastructure every day. Making the best use of our existing assets and spending money wisely to improve sustainability, safety, ease of movement and usage is one of the important roles for the council.

In 2018 the council adopted its first Transport Strategy to prioritise active travel and put health and well-being at the heart of all future transport decision.

Haringey is embarking on an ambitious programme to increase rates of walking and cycling in the borough and is also seeking to tackle the implications of rat-running traffic in residential areas. This will encourage those making short journeys by motor vehicles, to instead consider active travel such as walking, cycling or public transport. This is needed to improve our air quality, respond to the climate change emergency we face, address health inequalities and make the borough a healthier place to live, work and rest. It is also especially important that we look at how we create safer walking and cycling routes for school children.

Delivering these aspirations is dependent on community support, involvement and engagement to ensure those affected by any proposal have a genuine opportunity to have their constructive ideas and opinions taken on board. The council supports the right of all community members to be informed on and engaged with changes to Haringey’s transport network.

About Low Traffic Neighbourhoods

Low Traffic Neighbourhoods (LTNs) are residential areas where vehicles (except emergency vehicles) not stopping in the area are prevented or discouraged from driving through them. This is achieved by 'filtering' the key points of certain streets using CCTV and planters so that people walking, cycling, or using a mobility scooter can still travel through.

A LTN is a relatively new term but filtering has been used in London since the 1970s. There is a small example in Haringey of an LTN already in place in the Garden’s area of St Ann’s Ward.

Every home in a LTN can be accessed by car and can receive deliveries to their doors but some residents and businesses will have to take different routes to their destinations in the LTN area which might be less convenient. Getting used to these changes can take time which can be disruptive in the short term. These impacts however can depend greatly on how an LTN is designed and where filters are located. Any inconvenience caused is more than outweighed by the elimination of through traffic which will result in safer and less polluted streets.

Haringey has been divided into 25 LTN areas which is a starting point for exploring LTNs across the borough. The map below provides an indication of the LTN areas which will be subject to public consultation in the draft Walking and Cycling Action Plan (WCAP) later this year. The map should be treated as a guide rather than a rule. The draft WCAP will set out how the council intends to prioritise and deliver further LTNs in Haringey over 10 years.

Funding

In June 2020, the Department for Transport and Transport for London invited London boroughs to submit proposals which aim to provide residents with a safe alternative to travelling in the capital. Haringey was successfully awarded funding for a range of proposals, all of which are outlined on the Haringey Streetspace Plan .

In December 2020, Haringey was awarded funding to begin engaging with the community and developing designs for three LTNs in the borough. You can find the maps of these three LTNs below.

Engagement - Get Involved!

We need your views to help develop successful schemes that work for the community as a whole. Haringey will be engaging with residents and businesses throughout the process of each LTN. It is very important that the LTNs are supported by the community and that we hear from those living and working in and near the area. The first step is to hear your views on the issues you are facing in these areas and the ways you would like to see them changed.

To support this engagement, the council has published Engagement Maps for each LTN which can be found here:

These maps allow users to place a point on a map and describe the issues in these locations. Users will also be prompted to a set of questions to answer for each point placed on the maps. The maps will be live until Sunday 7 March 2021. If you are unable to access the maps, you can still provide your views to the council using the following methods:

We are also interested in building a database of interested persons, groups, and businesses in the area who wish to be kept up to date on the development of the LTNs. You can do this by signing up to the Engagement Map when you provide your feedback to the engagement exercise, or by using the methods above.

Bowes LTN in Enfield and the Bounds Green LTN in Haringey

Enfield Council has implemented a LTN in the Bowes area of its borough and both councils are working together to make sure the Bounds Green LTN, and any potential changes to the Bowes LTN, work together regardless of Borough boundaries. Haringey and Enfield Councils will work together to develop an area-wide design for both LTNs.

We have already received feedback from Haringey residents on the Bowes LTN which will be fed into this process. Thank you to those who provided feedback already.

This engagement is complementary to the ongoing engagement Enfield Council is undertaking to monitor the implementation of the Bowes LTN (external link).

Broadwater Farm Estate and the Bruce Grove LTN

The proposed area for the Bruce Grove LTN includes the Broadwater Farm Estate. Officers from Haringey Council and Homes for Haringey are working collaboratively to ensure the improvement aspirations of the community on the estate, and wider, are supported by work the Council is doing through the LTN project.

Separate to the LTN process, Haringey and Homes for Haringey have developed initial design ideas for the estate based on feedback from residents and the community.
