Green Lanes Area Transport Study
Study Initiation and Aims
In March 2015 a public meeting was held with residents and businesses who had raised concerns about the traffic conditions in the Green Lanes area. In response to those concerns it was agreed that the council would initiate a review of traffic arrangements in the Green Lanes area culminating in the Green Lanes Area Transport Study. Following extensive engagement with key stakeholder groups within the agreed study area, a study brief was prepared to enable Haringey to secure a consultant to undertake this study.

The aim of the study is to identify measures to:
- Improve the urban realm
- Rationalise traffic volume and routes
- Improve road safety for all road users
- Maintain or enhance bus service journey times and reliability
- Enhance pedestrian and cycle accessibility into and within the study area
- Improve quality of life and health outcomes for local residents
Appointed Consultants and Study Programme
Steer Davies Gleave (SDG) was appointed in February 2016 to undertake the study on behalf of Haringey, after being adjudged as having the most economically advantageous bid via a competitive quotation process. The study which commenced in March 2016 was initially planned to conclude in December 2016, however the study was delayed due to two by-elections which occurred in the Harringay and St. Ann’s wards in 2016 and the UK general elections in June 2017.

Stakeholder and Community Engagement
Extensive engagement with the community has been undertaken throughout the study to encourage local community involvement to ensure the community have ownership of the study outcome.
Stakeholder Inception Meeting
The study commenced with a meeting with stakeholders on 14 March 2016 at which the study aims, intended approach and delivery timeline for the study was communicated. The meeting notes and presentation by SDG are below:

A steering group consisting of various community and stakeholder representatives, local ward councillors, Haringey Officers and the consultants was convened throughout the study as an additional channel of communication. It should be noted that the Steering Group was not a decision-making body but rather had an advisory role helping to disseminate information to the wider public and to outline other engagement channel which was open to all.
First Steering Group Meeting - 9 June 2016
The purpose of the meeting was to confirm the Terms of Reference and Membership of the Steering Group, present a summary of the existing conditions note and programme, discuss the Round 1 Engagement Plan and outline the next steps for the study. Second Steering Group Meeting - 1 August 2016

Sixth Steering Group Meeting – 25 July 2017
The purpose of the meeting was to present the feedback received from the second round of community engagement and the study recommendations/ way forward. The meeting notes and presentation by Steer Davies Gleave (SDG) are below:
Two main rounds of engagement were undertaken as part of the study both of which were publicised via a newsletter distributed to all properties within the study area. A series of community drop in events were also held during each round of engagement to disseminate information and answer questions on the study.
The first round of engagement took place in mid-2016 and focused on obtaining view on the transport and traffic related concerns within the study area. Feedback was captured via an interactive map-based website which enabled people to drop ‘pins’ on a map and then add their comments with other users being able to provide comments in response to the initial comments made by others as well as ‘like’ or ‘dislike’ other users comments. Although the website was promoted as the primary channel for providing feedback, members of the public were also offered alternatives for sending in written response, via a postcard or email
The second round of engagement took place from April to May 2017 and sought views on a shortlist of packages of options under consideration in two respects. The degree of support or opposition to each package and each option and views on which packages and options should be given higher priority for implementation. Respondents were encouraged to respond via a web-based version of the survey, however, a paper-based alternative was also offered

Options Workshop – 1 and 3 December 2016
Workshops were organised on 1 and 3 December 2016 to afford community groups the opportunity to comment on the long list of options identified to help address the issues raised through the round 1 engagement.
