Pavement Gritting
Priority System
During snow and ice conditions, a priority system for pavement gritting is in place. Higher priority areas will be treated first, and once the conditions in these are satisfactory, lower priority areas will be gritted (if there is capacity to do so).
Some pavements will be gritted before snow is forecast (known as pre-treatment), as well as when it has actually fallen (known as post-treatment). Pre-treatment cannot be carried out too soon before snow is expected to start falling, otherwise the grit may be dispersed from the pavement surface by pedestrians or melt-water, so during periods of expected snowfall the council receives regular forecast updates from the Met Office so that the timing of any pre-treatment is appropriate.

There are no published schedules or maps for Pavement Priorities 3 and 4.
Pavement Priority 1
These are the busiest pavements, and those serving key locations such as transport hubs, emergency services premises, residential care homes, town centres and main shopping areas.
- These areas will receive pre-treatment on the forecast of snow, within a few hours of when it is expected to start falling
- Ongoing post-treatment of these pavements will continue as required in order to keep them as safe to use as possible

Pavement Priority 1B
These are pavements on main roads in the borough that are not included as Pavement Priority 1, but do need localised treatment, such as on dropped kerbs, crossings, at bus stops, and outside public buildings.
These pavements will receive pre-treatment on the forecast of snow, within a few hours of when it is expected to start falling, if we have been able to satisfactorily complete Pavement Priority 1 pre-treatment.
Ongoing post-treatment of these pavement will take place as often as required to keep them as safe to use as possible, provided that Pavement Priority 1 areas have been satisfactorily treated.

Pavement Priority 2 (schools)
These are pavements that do not carry heavy pedestrian traffic, but do serve schools. This classification only applies during term time. During periods of school holidays, these areas will be gritted according to their position in the standard set of priorities.
- These pavements will receive pre-treatment on the forecast of snow, within a few hours of when it is expected to start falling, if we have been able to satisfactorily complete Pavement Priority 1 and 1B pre-treatment.
- Post-treatment of these pavements will be carried out, provided we have been able to adequately treat Priority 1 and 1B areas.

Pavement Priority 3
These are pavements that would need to be gritted to support refuse and recycling collections.
- There will be no pre-treatment on these pavements
- These pavements may receive post-treatment during ongoing snow conditions to support the provision of refuse and recycling collections, either to keep such services on schedule or to enable catch-up collections to take place following disruption. This treatment will be carried out as needed within the available capacity, and may be restricted to roads with the steepest gradients
Pavement Priority 4
These are the pavements in the borough that are not included in the higher priority groups. It is unlikely that any gritting would ever be carried out on these pavements, as the available resources will be needed to treat higher priority carriageways and pavements

For urgent or emergency gritting requests outside normal office hours, call the council’s Emergency switchboard on 020 8489 0000.
We will respond as quickly as possible to requests for emergency gritting to support responses by the emergency services and where there are vulnerable people at risk. Requests that do not fall into this category will be attended to if it is appropriate to do so within the council’s approved priority response protocols as outlined in the Winter Service Plan.
