The council is making it easier to buy parking permits, following feedback from residents and businesses.
We’ll be introducing new, paperless virtual permits. The changes will mean:
- permits can be issued and used instantly
- residents can park while waiting for their application to be reviewed
- you will be able to apply for and manage your permits and visitor voucher permits online through your permit account
- all permits will now be online – including resident visitor vouchers, business permits, new daily permission to park permits and others

Virtual permits mean that the council won’t have to issue paper permits and you won’t have to print your own permit at home. This will allow you to apply for a permit at any time and receive your virtual permit instantly. You will no longer need to wait for a paper permit to arrive in the post to display in your vehicle.
Our officers will be able to scan vehicle registration numbers using Automatic Number Plate Recognition (ANPR) to find out if your car has a permit.
Paper permits will remain valid until they expire.
You must continue to display your paper permit clearly on the dashboard in your vehicle to avoid receiving a Penalty Charge Notice (PCN.)
You can still make changes to your current paper permit, such as changing your vehicle or address.
If you need to buy or renew a permit before the new, virtual system launches, you can continue to do so.
Virtual permits are now available. Once the scheme launches in August 2021, you will need to make a new application for a virtual permit before your current paper permit expires. This will be a simpler and quicker process than the current system.
You will still receive a renewal reminder letter before any parking permit you hold runs out.
The new system will allow you to buy virtual parking permits for your visitors. You can continue to use any existing paper permits you have.
Permit holders who can't access services online will still be able to apply for and use paper visitor permits. We will continue to offer face-to-face support for residents who need it.
