HMO Licensing

Between 11 December 2017 and 5 March 2018 we consulted on a borough wide Additional Licensing Scheme for Houses in Multiple Occupation (HMO). Please visit the Private Sector Property Licensing page for further details.

What is HMO Licensing?

HMO licensing requires the owners of certain types of Houses in Multiple Occupation (HMO) to license those properties with the council. 

Licensing HMOs means that we can ensure landlords meet standards which keep their tenants safe and well.

We check licence applications, inspect properties and deal with complaints about HMOs.

Apply for a Temporary Exemption Notice (TEN)

You may be eligible for a three month temporary exemption in the following circumstances:
  • the property is in the process of being sold
  • the owner has given the tenants notice and the property will be sold
  • the owner of the property is moving into the property
  • the property is in the process of being converted into a commercial premises
  • the license holder has died
If you think that your property may fall under one of the above criteria, you must make a temporary exemption application. Please be sure to include evidence, which will be reviewed at the council’s discretion and may be refused.
To apply for a Temporary Exemption Notice complete the HMO application form (PDF, 228KB) and select the ‘Exemption from licensing’ option.

Change in circumstances

The licence holder and/or their property manager must inform the council of any changes in their circumstances. You can notify the council by emailing

Renew your Licence

You will need to renew your licence if it is a mandatory HMO licence
Your licence will need to be renewed and re-issued prior to your existing licence expiring.
To renew your HMO licence complete the HMO application form (PDF, 228KB) and select the ‘Renewal of licence’ option.
