Haringey Council is committed to making decisions on the North London Waste Plan and future use of the Pinkham Way site in an open and transparent way.
In 2013, the Council will begin work on a new Site Allocations Development Plan (SADPD) and an updated Open Space Study. Both of these processes will involve looking at the current planning designation of sites in the borough, including the site at Pinkham Way.
The planning designation for the Pinkham Way site will be reviewed in the first instance as part of the first consultation draft of the Site Allocations Development Plan Document. A decision on this document will be made in public by Haringey Council’s Cabinet.
Decisions taken on the planning designation for the Pinkham Way site will take into account the findings and recommendations of the Haringey Local Plan: Strategic Policies Inspector’s Report.
The Pinkham Way site will not be offered by Haringey for inclusion for assessment as a potential waste site in the next iteration of the North London Waste Plan until after the publication of the first stage of the SADPD. Decisions on which sites Haringey will put forward for inclusion in the Waste Plan will be made by Haringey’s Cabinet.
Work to start on a new north London waste plan
Work on developing a new waste plan for north London is scheduled to start in 2013 after a planning inspector ruled the existing document was unsuitable. The new waste plan will be drawn up by Barnet, Camden, Enfield, Hackney, Haringey, Islington and Waltham Forest Councils. It will set out how much waste the seven boroughs need to process, explain how planning applications for waste facilities in the boroughs will be decided, and identify enough sites for waste management.

To formally end the examination of the old NLWP the boroughs will now ask the Inspector to write his report which will recommend that the plan is not adopted and to start on a new version of the plan. This will formally call a halt to the old plan and enable work to start on the new plan.
We will take the information we gathered in producing the original plan and use that as the basis for the new version, while taking into account the comments made by the planning inspector, so the work we’ve done to date will not be wasted. The boroughs will be writing to partners to tell them about the new plan and how they can get involved.
Planning application for use for waste management of Pinkham Way to be withdrawn
The planning application for a waste management facility involving mechanical and biological treatment (MBT) and vehicle depot scheme was submitted in May 2011 by the North London Waste Authority (NLWA) and the London Borough of Barnet. However, the NLWA has announced that it now seems likely that plans for MBT facilities will be taken forward at only one site. The NLWA has therefore announced plans to withdraw its outstanding outline planning application for a Mechanical Biological Treatment (MBT) plant at the Pinkham Way site.

However, the Pinkham Way site remains relevant to NLWA’s service requirements in terms of a delivery, sorting and transfer point for recyclable material and other waste that is collected from local households. Details relating to the future use of the site will depend on the letting of NLWA’s waste services contract and will, at the appropriate time, be subject to local consultation and planning processes.
