Council House Delivery Programme: Consultations and engagement

We believe it is important new housing in Haringey is developed in partnership with the neighbouring community so that it reflects the needs and aspirations of local residents.

Section 105 (of the 1985 Housing Act) consultations 

Under Section 105 of the Housing Act 1985, the council has a legal obligation to consult with secure tenants where proposals may have an impact on their recognised amenities. This can include changes to designated car parking spaces or open space overseen by Haringey Council.

Once the Section 105 consultation with secure tenants is carried out and responses considered, the council has undertaken its statutory duty. We publish reports into our Section 105 consultations before any planning application is submitted.

Current consultations

Sir Frederick Messer Estate

We are asking secure council tenants and leaseholders for their views on the proposals to remove open space and footpaths near the corner of Seven Sisters Road and St Ann's Road and the reconfiguration of land and the footpaths outside Henrietta House on St Ann's Road to provide up to 95 new homes for council rent.

The Section 105 consultation for Sir Frederick Messer Estate runs from Monday 4 July 2022 to Sunday 7 August 2022. 

We are hosting 3 engagement events for this proposal:

The first engagement event will be hosted online on Microsoft Teams. You will be able to listen to a presentation, ask questions and give feedback. You can join this event by clicking on the link below at the scheduled time:

The second engagement event will be an in-person event and will take place on:

Reynardson Court and the Chesnut Estate

The Section 105 consultation for Reynardson Court and the Chesnut Estate ran from Monday 18 October 2021 until Monday 22 November 2021. Thank you to everyone who took part.

We asked secure council tenants and leaseholders for their views on the proposal on the proposal to remove 22 car parking spaces, pram sheds and green space including trees to provide up to 18 new homes for council rent. You can review the proposal in the consultation pack below:

67-109 Warwick Gardens

The Section 105 consultation for 67-109 Warwick Gardens ran from 21 October 2021 to 22 November 2021. Thank you to everyone who took part.

We asked secure council tenants and leaseholders for their views on the proposal to change the use of the land, which was previously occupied by 11 garages before their demolition, to create a new pedestrian and cycle access to the new St Ann's Neighbourhood, including its new green spaces.

Woodridings Court

The Section 105 consultation for Woodridings Court ran from Monday 2 August 2021 to Sunday 5 September 2021. Thank you to everyone who took part. 

We asked secure council tenants and leaseholders for their views on the proposal to remove the derelict car park and provide up to 34 new council homes to be let at council rent. 

Thank you to all those who took part in this consultation. Having reviewed the feedback received, we have decided to proceed with the proposed development.

A community engagement exercise took place from 27 September 2021 until 17 October 2021 for the wider community in the area.

We held 2 online engagement events in relation to these proposals on Monday 9 August and Thursday 26 August 2021.


Stapleford North Wing

The Section 105 consultation on Stapleford North Wing ran from 26 July 2021 and closed on 26 August 2021. Thank you to everyone that took part.

As part of the building of replacement and new homes on the Northolt site, these residents will face considerable disturbance for many years because of the block's connection to Northolt. Residents from the Stapleford North wing were asked whether they would prefer to have their homes refurbished or demolished and rebuilt.

Arundel Court

The Section 105 consultation for Arundel Court ran from Monday 17 May 2021 to Sunday 20 June 2021. Thank you to everyone who took part. 

We asked Secure Council tenants and leaseholders for their views on the proposal to remove 65 pram sheds, 22 parking bays, as well as landscaping and enhancement of communal green spaces, public areas and play area and the relocation of refuse/recycling stores. These changes are being proposed in order to provide up to 18 new high-quality council homes to be let at council rents.

We are now considering comments received and consultees will be made aware of the decision in due course.

We held 2 online engagement events in relation to these proposals on Friday 28 May 2021 and Monday 7 June 2021.


Baldewyne Court

The Section 105 consultation for Baldewyne Court ran from Monday 17 May 2021 to Sunday 20 June 2021. Thank you to everyone who took part. 

We asked Secure Council tenants and leaseholders for their views on the proposal to remove 55 pram sheds, 17 parking bays, as well as landscaping and enhancement of existing green space, the provision of a play area and the relocation of refuse/recycling stores. These changes are being proposed in order to provide up to 12 new high-quality council homes to be let at council rents.

We are now considering comments received and consultees will be made aware of the decision in due course.

We held 2 online engagement events in relation to these proposals on Monday 24 May 2021 and Tuesday 8 June 2021.


Kerswell Close

The Section 105 consultation for Kerswell Close ran from Monday 10 May 2021 to Sunday 14 June 2021. Thank you to everyone who took part. 

Secure Council tenants and leaseholders were asked for their views on the proposal to remove 21 parking bays, green space, footpath and trees to provide up to 30 new high-quality council homes to be let at council rents. 

Thank you to all those that took part in this consultation. Having reviewed the feedback received, we have decided to proceed with the proposed development. A community engagement exercise also took place between 20 August 2021 and 13 September 2021 for the wider community within the vicinity.

Brunel Walk

The Section 105 consultation for Brunel Walk ran from Monday 22 February 2021 to Monday 22 March 2021. Thank you to everyone who took part. 

Secure Council tenants and leaseholders were asked for on the proposal to remove estate pram sheds, remove the concrete wall to Brunel Walk, reconfigure estate car parks (all 27 bays to be reinstated), reconfigure communal and private green spaces and reconfigure public areas including footpaths and relocate refuse/recycling stores, to help facilitate the delivery of up to 46 new homes.

Thank you to all those who took part in this consultation. Having reviewed the feedback received, we have decided to proceed with the proposed development. A community engagement exercise will also run between 20 August 2021 and 13 September 2021 for the wider community in the vicinity.

Fiske Court

The Section 105 consultation for Fiske Court ran from Friday 19 February 2021 to Sunday 21 March 2021. Thank you to everyone who took part. 

Secure Council tenants and leaseholders were asked for on the proposal to remove 10 pram sheds, 17 parking bays and relocate refuse/recycling stores to help facilitate the delivery of 5 new homes.

Having reviewed the feedback received, we have decided to proceed with the proposed development.

A community engagement exercise also ran between 24 May 2021 and 13 June 2021 for the wider community in the vicinity.

We held 2 online engagement events in relation to these proposals on Wednesday 10 March 2021 and Thursday 18 March 2021.


Ashdown Court

The Section 105 consultation for Ashdown Court ran from Friday 19 February 2021 to Sunday 21 March 2021. Thank you to everyone who took part. 

Secure Council tenants and leaseholders were asked for their views on proposals to remove 15 pram sheds, 18 parking bays off Spencer Road, reconfigure parking bays off Tilson Road and relocate refuse/recycling stores and reconfigure green space to the rear of Ashdowne Court to help facilitate the delivery of 4 new homes.

Having reviewed the feedback received, we have decided to proceed with the proposed development.

A community engagement exercise also ran between 24 May 2021 and 13 June 2021 for the wider community in the vicinity.

We held 2 online engagement events in relation to these proposals on Thursday 11 March 2021 and Wednesday 17 March 2021.

Topham Square

The Section 105 consultation for Topham Square ran from Monday 17 August 2020 and closed on Monday 28 September 2020. Thank you to everyone who took part. 

Secure tenants and leaseholders were asked for their views on proposals to remove 11 parking bays to provide 6 new council homes.

Thank you to all those who took part in this consultation. Having reviewed the feedback received, we have decided to proceed with the proposed development. We will conduct further community engagement in 2021 and will need to submit a formal planning application before homes can be developed on the site. Residents will have the opportunity to comment on the proposals at each of these stages.

Community engagement programme 

Before submitting a formal planning application and building new homes, Haringey Council seeks the views of the community through local engagement with residents, local community groups and ward councillors.

Our community engagement takes many forms. It includes a period of public engagement where our proposals for each housing development are shared with residents through posted mailings, online and face-to-face events, and our digital platforms.

Housing delivery - Community engagement

Ivatt Way 

As part of our commitment to deliver a new generation of homes at council rents, Haringey Council has been considering re-developing an area at the rear of Ivatt Way. To ensure that the proposals meet the needs of residents and reflect the local environment, we are seeking your views and welcome your questions on these proposals.

The proposal seeks to redevelop the site with two residential buildings providing 27 self-contained apartments for supported council accommodation. The new buildings will enclose an area of green space for community use.

To ensure this space reflects the needs of the local community, we are looking for residents to become involved in a new co-design group. If you are interested in getting involved in this group, please contact us on the email below.

Reynardson Court 

As part of our commitment to deliver a new generation of homes at council rents, Haringey Council has been considering re-developing an area at the rear of Reynardson Court fronting Ryecroft Way and Somerset Road. To ensure that the proposals meet the needs of residents and reflect the local environment, we are seeking your views and welcoming your questions on these proposals. 

The proposal is for the re-development of the open space and car park at the rear of Reynardson Court to accommodate eighteen new, high quality homes at council rents.

Project update  Ashley Road Depot

The buildings on the Ashley Road Depot site are now being demolished as part of our securing the now-vacant site.

Project update  167 The Roundway

Haringey Council has received planning permission to build five modular build units with cycle and refuse storage for temporary homeless accommodation at 167 The Roundway. These new homes reflect Haringey Council's commitment to increase the amount of move on, supported accommodation within the borough, to help people transition from homelessness into independence.

The community engagement took place between October 2021 and November 2021. We would like to thank all those residents who gave us their views and ideas during our engagement period.

This site is located on the land to the rear of 163-173 The Roundway, N17, in the White Hart Lane ward.

Project update - Watts Close

Haringey Council has received planning permission to build 18 new council homes in Watts Close, N15 5DW. The approved plans include improved landscaping, new trees, wildlife biodiversity initiatives and a new green communal area incorporating a children's play area.

Project update  Partridge Way

Planning permission for Partridge Way has been achieved and the garages at the site will soon be demolished. The approved plans include 23 new homes for council rent to be developed on the corner of Partridge Way and Trinity Road, N22 8DW. Alongside the homes, the council will be delivering improved landscaping, new trees and biodiversity initiatives. There will also be a new play space for young children open to local families in the area.
