We consulted on introducing a public spaces protection order (PSPO) for Dovecote Avenue, N22.
The consultation ran from 31 July to 10 September 2023.
Public spaces protection order
A public spaces protection order (PSPO) is used to control behaviour that is either having, or is likely to have, a harmful effect on a local community’s quality of life.
The PSPO puts conditions or restrictions on an area which apply to everyone. It can be enforced by the police, council enforcement officers or any other authorised officers.
Fines of £100 can be issued to anyone who breaches the PSPO. If the fine is not paid, we can take further action with a maximum fine of £1,000.
A PSPO helps to make public areas safe from antisocial behaviour so they can be enjoyed by everyone.
Consultation overview
For several years now, Dovecote Avenue has attracted incidents of fly-tipping, graffiti, drug dealing, drug taking, street drinking, discarded beer cans, drug paraphernalia, urine and faeces.
Due to poor lighting and the bends within Dovecote Avenue, there are various hidden and blind spots that encourage crime and antisocial behaviour, and make residents feel unsafe.
We, along with partner agencies, have targeted resources and used a number of enforcement measures to tackle multiple antisocial behaviour issues that are having a detrimental effect on the lives of those living and working in and around Dovecote Avenue. The evidence suggests that these behaviours could be prevented by installing 2 gates in Dovecote Avenue that restrict unlawful entry and activities.
Proposal
This consultation asked residents and members of the public for their views on a proposed PSPO that will restrict the use of the public right of way in Dovecote Avenue by erecting gates.
Restricted access will apply at all times and to all persons, except for those listed below:
- owners or occupiers of premises adjacent to or adjoining the highway affected by this order and who have been provided with the access code by Haringey Council
- employees providing service and delivery to the owners or occupiers of premises adjacent to or adjoining the highway affected by this order
- fire brigade, police or NHS Trust/Foundation staff when in the exercise of their duties
- employees, contractors or agents of statutory undertakers in relation to gas, electricity or water or telecommunications apparatus as defined in the Telecommunications Act 1994 situated in the relevant highway in connection with the laying, erecting, inspection, maintenance, alteration, repair, renewal or removal of any relevant apparatus
- council staff and authorised contractors when in the exercise of their duties
- persons using the highway with the permission of or on the direction of a duly authorised council officer in this regard
The alternative route for residents and other members of the public will be along the High Road, N22.
