Borough wide Public Spaces Protection Order

Public spaces protection order (PSPO) to address a wide range of behaviours with negative impacts.

Following our consultation that ended on 2 August 2024, the new borough wide Public Spaces Protection Order will be in place from 1 May 2025.

Prohibitions within the new PSPO

The new borough wide public spaces protection order (PSPO) has 6 prohibitions that seek to address a wide range of behaviours which can have negative impacts on residents' quality of life.

The PSPO includes prohibitions relating to:

  • consuming alcohol in an anti-social manner
  • dog fouling and responsible ownership
  • public urination
  • public defecation
  • anti-social use of bicycle, moped, e-scooter or e-bike
  • lighting of fireworks in a public place

This PSPO will run for 3 years from 1 May 2025 and will be reviewed regularly.

Public spaces protection orders

A PSPO is used to control behaviour that is either having or is likely to have, a harmful effect on a local community’s quality of life.

A PSPO puts conditions or restrictions on an area that apply to everyone. It can be enforced by:

  • the police
  • council enforcement officers
  • any other authorised officers

Fines of £100 can be issued to anyone who breaches a PSPO. If the fine is not paid, we can take further action with a maximum fine of £1,000.

A PSPO helps to make public areas safe from anti-social behaviour (ASB) so they can be enjoyed by everyone.

PSPOs can be in force for 3 years from the date they are implemented. Any extensions, changes to the PSPO area or additional restrictions will require further consultation.
