What is Full Council?
Full Council is a meeting of all Haringey’s 57 Councillors.
It is chaired by The Mayor who also maintains a ceremonial role. It is run according to formal rules of debate known as standing orders as laid out in the Council’s Constitution.
Full Council's decision making responsibilities include:
- agreeing strategies and plans
- setting budgets
- taking decisions on executive functions outside approved policy or budget framework
- adopting and / or changing the constitution.
It is also a forum for debate on policy issues.
Some business can only be determined by full Council such as:
- setting the council tax
- appointment of civic offices eg Mayor
- appointing Leader/Cabinet/Committees
- approval of certain plans/strategies.
Council can receive petitions and deputations from members of the public about things that affect the local area. For more information on this please see the Get Involved section of the website.
The framework that lays out how the Council is governed is the Council's Constitution. The Constitution lays out the role of Full Council and the terms of reference can be found at Part 3, Section C of that document.

Full Council meets four times a year plus the Annual Meeting and any special meetings required.
