Current Supplementary Planning Documents

The Unitary Development Plan (UDP) was adopted in 2006 and is still the current key planning document for Haringey. Much of the detail to support the UDP policies is contained in accompanying documents called Supplementary Planning Documents (SPD). These set out the core planning policies on topics for the whole borough and include the Supplementary Planning Guidance (SPG) documents which are a material consideration for development control purposes.

The area specific planning documents include Tottenham Hale Urban Centre Masterplan, Haringey Heartlands Development Framework, Lawrence Road Planning Brief, Wood Green Town Centre SPD, South Tottenham House Extensions SPD and Sustainable Design and Construction SPD.

Supplementary Planning Guidance Notes 2006, which accompany the Unitary Development Plan, can be downloaded in PDF format from this page. These do not form part of the UDP and are not required to follow the same process as the UDP. Planning Policy Guidance 12 stipulates that SPG should be prepared in consultation with the general public, businesses, and other interested parties and their views should be taken into account before it is finalised. It is then the subject of a Council resolution to adopt it as supplementary guidance.

Tottenham Hale Urban Centre Masterplan SPD

The main purpose of a masterplan is to improve the efficiency of the planning system and development process, as well as improving the quality of any new development. A masterplan establishes a framework that will be used to assess any future planning applications, and provides advice on the nature of acceptable development, potential uses and design issues.

The Urban Centre Masterplan is a strategic guide that will help steer development in Tottenham Hale, paying particular regard to the area’s six key sites and various public realm initiatives. It provides a major opportunity to create a thriving, sustainable urban centre with a significant number of new homes, together with an integrated mix of employment, retail and leisure uses focused around an enhanced, fully accessible transport interchange.

On 31 October 2006, Haringey Council’s Executive adopted the Tottenham Hale Urban Centre Masterplan as a Supplementary Planning Document (SPD). The Masterplan (SPD) will supplement the policies contained within the Adopted Unitary Development Plan (2006) – in particular Policy AC2, as well as the Mayor’s London Plan and other relevant supplementary planning guidance notes. The Masterplan will be a material planning consideration and afforded significant weight when used to determine planning applications for the area.

Haringey Heartlands Development Framework

Haringey Heartlands is located at the centre of the borough of Haringey. It adjoins Wood Green Town Centre and comprises tracts of underused utilities lands. It has the potential to be a ‘Heartland’ for the borough linking east and west. This framework provides guidance to help ensure that major planning applications meet strategic goals.

Lawrence Road Planning Brief: Supplementary Planning Document

Haringey Council has prepared a planning brief to guide the regeneration of Lawrence Road. The brief is not a development proposal, but a planning policy document which provides guidance on the types of development and nature of uses that may be acceptable in the area.

On 16 October 2007, Haringey Council’s Cabinet formally adopted the Lawrence Road Planning Brief as a Supplementary Planning Document (SPD). The SPD will supplement the policies contained within the Haringey Unitary Development Plan (2006) and the Mayor’s London Plan (2004). It will be a material planning consideration and afforded significant weight when used to determine planning applications in the area.

A Sustainability Appraisal has been prepared to accompany the SPD, which ensures it accords with the principles and guidance on sustainability.

The consultation period for the Wood Green Town Centre Supplementary Planning Document (SPD) has now ended. House Extensions in South Tottenham: SPD

This SPD aims to promote good design for house extensions in the South Tottenham area; to ensure both adequate growing space and the architectural unity and overall character of the street.

A formal consultation on the proposed supplementary planning document took place between 14 June and 30 July 2010. Following this public consultation, the document has been amended as required, and approved for adoption as Planning Policy by Cabinet on 12 October.

Sustainable Design & Construction: draft SPD

The ways buildings are designed and constructed has a direct and indirect impact on the quality of our lives and health as well as on energy use, natural resources and our immediate and wider natural environment.

We are holding a public consultation on this new draft SPD from Thursday 4 November 2010 to Thursday 27 January 2011.  Following the public consultation and any necessary amendments, the document will be presented to Cabinet for approval and adoption.

Housing Supplementary Planning Document (SPD)

The Council adopted a Housing Supplementary Planning Document (SPD) and supporting Sustainability Appraisal on 14 October 2008. It provides additional guidance and information on the existing housing policies in the Unitary Development Plan.
