Road closures for community events and commercial events
For community and commercial events requiring a road closure, a traffic regulation order will be required and traffic management measures will need to be provided.
Costs
The Council will charge the organiser £2,080 for this service, for which the Council will:
- provide advice on the traffic management required
- liaise with the emergency services and TfL London Buses
- site visit with organiser (if necessary)
- create and advertise the traffic regulation order for the event (this is a legal requirement for these types of road closure).
The organiser will also incur all costs associated with the provision of traffic management arrangements for the road closure (including hiring of signage, barriers and staffing).
In some cases the organiser may wish the Council to arrange and carry out the traffic management for the event. In this case the Council will charge the organiser £3,000 plus the traffic management costs. These costs are payable before the event commences.
If the traffic management requirements are to be outsourced to a contractor all plans and designs must be submitted along with a risk assessment and method statement, before consent of the event can be given.

You will need a Temporary Event Notice which is a type of temporary licence and costs £21 if you want to:
- sell alcohol or intend to provide entertainment to the wider public, or
- charge money for your event.

As there is a legal and consultative process to be undertaken, at least three months notice before the closure is required, however please note that approval is subject to road works programmed in the borough.
In most cases a site meeting will have to take place between the Council and the event organiser.
Registering events planned for 2012
All road closure events planned for 2012 must be registered with the Council. Go to the 2012 events page to register your event.
In addition, all events which involve more than 2000 people are notifiable to the Police if they are due to occur between April 2011 and the end of the Olympics (September 2012). This is because the Police have to manage their manpower during the Olympics and the lead in period and so cannot guarantee staff resources to events notified after 1 April 2011.
