Haringey Reducing Re-offending Programme (HARRP)

HARRP ... Partnership to Deliver New Beginnings

Reducing Re-offending is one of the priorities in Haringey’s Community Safety Strategy, and HARRP is the council's new initiative to reduce repeat offending among adult, non-statutory ex-offenders (that is, those serving a custodial sentence of less than 12 months).

The core objective of HARRP is to reduce re-offending by 70 percent among its total case load. This will be achieved by resettling offenders through a case management partnership effort to coordinate access for the offenders to services delivered in the borough.

Value added Projects: To strengthen the process of resettling ex-offenders in the community, the following value added projects have also been developed within the Haringey Reducing Re-offending Programme.

Haringey Reducing Re-offending Network (HARREN)

This is the vehicle for partnership working between public, private and voluntary/community sector organisations delivering resettlement services to ex-offenders.

The network provides opportunity for seamless cross referral of ex-offenders across the following pathways:

  • Attitude, Thinking and Behaviour
  • Education, Training and Employment
  • Accommodation
  • Drugs and Alcohol
  • Mental and Physical Health
  • Finance, Benefit and Debts
  • Children and Families.

HARRP Social Enterprise Scheme

This project will provide 3 beneficiaries with the opportunity to train in social entrepreneurship, support beneficiaries to develop a unique community-impact social enterprise business plan and secure sustainable funding.

HARRP Mentoring Scheme

Joe Benmore - Senior Probation Officer

The aim of this project is to provide effective peer mentoring of offenders (by ex-offenders) on their journey through the Criminal Justice System and also in the community.

Haringey Network of Socially Responsible Employers (HANSRE)

HANSRE created in line with the evidence that employment reduces the risk of an ex-offender re-offending by up to one third.

This is an employer engagement drive to secure the commitment of Haringey employers into recruiting ex-offenders and source vacancies from such socially responsible employers.

The Haringey Reducing Re-offending Conference

Rev Nims Obunge - Executive Director, Peace Alliance

HARRP was formally launched at a conference on 10 March 2010 at Alexandra Palace. It was attended by organisations involved in the criminal justice system as well as members of the public and representatives from the private, voluntary and community sectors.

Speakers at the conference included Bobby Cummines, Executive Director of UNLOCK (the National Association of Reformed Offenders), Joe Benmore, a senior probation officer and Reverend Nims Obunge, Executive Director of Peace Alliance.
