Performance reports and data quality

In February 2011, Management Board endorsed an outcome based approach to performance management where the focus is on assessing progress towards the Council’s agreed outcomes rather than inputs, outputs and central government imposed targets. The concept has now been developed into an operational framework. Haringey’s approach to performance management is set out in the attached framework which has been updated to reflect our focus on outcomes (see attached files section below).

From April 2011 the Strategy and Business Intelligence team produce a quarterly performance assessment report. The report provides an overview of progress against each of the five outcomes and strategic priorities, along with an assessment of the council’s organisational effectiveness. The report identifies emerging issues on which Management Board and Members may wish to have a more detailed discussion and provides the latest information covering:

• performance progress
• recent data releases
• recent local and national developments

The report runs to a strict timetable and is scheduled for receipt by Management Board and Cabinet on the same dates as the budget management report. The timetable for production of the report and the dates the report is reviewed at Management Board and at Cabinet are provided below for information (see attached files section).

The quarterly performance assessment reports are published on the website but are also attached below for reference.

Data Quality

Haringey has a Data Quality Policy (see attached files section below) and a Data Quality Strategy Action Plan which is updated each year (2011/12 plan attached) and shows the work scheduled to ensure that:

• Data on which to base policies and decisions is accurate and reliable
• There is clear accountability for good quality data - everyone recognises the need for good data quality and how they contribute to delivering it, and
• Staff have the knowledge and competencies to produce, interpret and analyse good quality data
