Householder Appeals Service (HAS)

On 6 April 2009 the Householder Appeals Service (HAS) was officially launched following a successful pilot ran by the Planning Inspectorate.

What changes have been made?

For the appellant a number of changes have been made. These aim to make the whole process easier to understand, to take part in and allow you to receive a decision much more quickly than at present.

  • the appeal form has been simplified to make it shorter
  • you will no longer need to send the plan with your appeal
  • you are required to set your full grounds of appeal using the appeal form
  • you are required to submit your appeal within 12 weeks of the date of the decision notice
  • the Inspector will look at your appeal afresh, having access to all of the other documents and material submitted at application stage
  • at the moment it can take up to 20 weeks to receive a decision from the day an appeal is received, the pilot scheme aims to decide any "householder" appeal in 12 weeks.

The Planning Inspectorate

Planning appeals are handled by a separate national body, the Planning Inspectorate (see external links section). An applicant who has had their planning application refused by the council has the right to make an appeal to the Inspectorate within 6 months of the application being decided. Appeal online

You can now submit an appeal online through the Government's Planning Portal website (see external links section).
