Article 4 Directions

The London Borough of Haringey has made a number of Article 4 Directions which remove certain permitted development rights. This means that within those areas subject to an Article 4 Direction, you may have to apply for planning permission for works which normally would be permitted development. The Article 4 Directions in place are:

  • Houses in Multiple Occupation (HMO)
    This removes permitted development rights for the conversion of a dwellinghouse (Use Class C3) to a HMO (Use Class C4) and applies across most of the east of the borough.
  • Warehouse to Residential 
    This removes permitted development rights for the conversion of storage and distribution centres (Use Class B8) to residential (Use Class C3) and applies to the borough's designated employment areas.
  • Works within a Conservation Area
    There are four Article 4 directions within Conservation Areas that remove permitted development rights such as alterations to windows and doors. Please view the Conservation page via the link above for further details.
  • Office to Residential
    This removed permitted development rights for the conversion of offices (Use Class B1a) to residential (Use Class C3) and applies to the Borough's main town centres and designated growth areas and expired on 31 July 2022.

Conservation Areas Article 4 Directions 

On 16 December 2019 we made new Article 4 Directions to withdraw permitted development rights in the following Conservation Areas: Noel Park, Peabody Cottages, Tower Gardens and Rookfield Estate.

A consultation on the new Article 4 Directions took place from the 18 December 2019 to 11 February 2020.

On 17 December 2020 we confirmed new Article 4 Directions for Noel Park, Peabody Cottages and Tower Gardens. These came into effect on 21 December 2020 and the existing Directions for these areas were cancelled on the same date.

Rookfield Estate

We have opted not to confirm the new Article 4 Direction for Rookfield Estate. The existing Article 4 Direction for the Rookfield Estate will remain in effect and continue to provide protection against potential harms from permitted development.

This decision will enable us to give further consideration to feedback received during the consultation period, including the scope of the replacement Article 4 Direction, and will allow regard to be had to the Rookfield Estate Conservation Area Appraisal and Management Plan (CAAMP) which is currently being drafted and is due for consultation and completion in 2021.
