Carbon Reduction Commitment (CRC)
Supported by Capital Ambition, part of London Councils, the London Energy Project (LEP) has produced the CRC Guide and Toolkit to assist authorities with preparing for and participating in the Carbon Reduction Commitment (CRC) Energy Efficiency Scheme – the mandatory carbon reduction scheme covering both public and private sector participants.
Module 1: Preparing for the Carbon Reduction Commitment (first published June 2009; still available)
Module 1 of the toolkit was published in June 2009 to give authorities a head start in meeting the requirements of the CRC. The guide and accompanying suite of practical tools, designed specifically for local authorities, provide practical templates, sample letters, presentations, a self-assessment checklist and templates for communications to schools.
Please note that Module 1 was last updated in early 2010 and does not reflect recent changes to CRC.
Module 2: Managing the Introductory Phase and Module 3: Managing carbon, finance and legal issues
These new toolkit modules have been produced to assist authorities with scheme participation.
Module 2: Managing the Introductory Phase

- Free to local, police and fire authorities in England
- For those with direct responsibility for managing the CRC Scheme in the Introductory Phase

- Managing data, evidence packs and audit processes
- Forecasting emissions and costs
- Understanding where to deploy AMR and use it effectively
- Working with key stakeholders and the role of a corporate management team
Module 3: Managing carbon, finance and legal issues
- Delivered in partnership with CIPFA Business Ltd and Eversheds LLP
- Free to local authorities in England
- For finance and CRC managers and borough solicitors with responsibility for CRC
- Best practice approaches and tools for
- Purchasing and budgeting for carbon allowances
- Maintaining accurate records and audit programmes
- Management and technical accounting
- Clarification of legal impacts
All 3 modules are subject to copyright and are distributed under licence. To obtain any or all of the modules, please complete the brief registration eform and read and accept the End User Licence Agreement. Once your registration has been approved, LEP will contact you within a few days with information on how to access the files.
Does my organisation have to pay for the Guides and Toolkits?
The guides and toolkits are provided FREE to the eligible organisations below:

Who has funded the distribution of the Guides and Toolkits on behalf of my organisation?
Module 1: Distribution to local authorities and certain public sector partners has been funded by the Regional Improvement and Efficiency Partnerships in England, and by CLAW, the Consortium of Local Authorities in Wales. Distribution to universities and colleges has been funded by TEC (The Energy Consortium).
Module 2: Distribution of the guides and tools to local authorities and certain public sector partners in England has been funded by the Regional Improvement and Efficiency Partnerships.
Module 3: Distribution of the guides and tools to local authorities in England has been funded by the Regional Improvement and Efficiency Partnerships.
It is important to note that the guides and toolkits provided are not supported documents, although updates and additional tools may be added as regulation and best practice evolve.
London boroughs and London public sector organisations can contact the LEP for support with energy procurement, improvement and efficiency opportunities and general CRC support. We also send out occasional newsletters and run events and workshops.
