What pre-application services do we offer?
From 6 May 2008 two formalised pre-application advice services were introduced in Haringey. The services are:

Householder applications, applications for one residential unit and less than 100m2 of non-residential floor space will be exempt from the charging scheme. For more information on the services available for these types of application please see the advice for householder and small proposals section below.
Pre-application Planning Advice (PAPA)
As a borough we encourage pre-application discussions before applicants submit planning applications. These discussions can give both the applicant and the local authority greater clarity and reassurance about the application.
Having a formalised pre-application process for certain applications will provide a better service for our applicants and help to filter out speculative or poorly thought out proposals.

- A formal pre-application meeting with all the necessary officers who need to discuss your application
- Local knowledge and understanding of how national and local planning policies may affect your proposal
- Information on what other documentation you need to provide in order for your application to be considered valid
- Guidance on the committee and decision making process
- Advice on any consultation that may need to take place with local groups
- Detailed written confirmation of the advice given to you at the pre-application meeting
How much will the PAPA service cost?
The fees range from £300 for a proposal of 2-4 units to a maximum of £4,000 for a major or strategic development proposal of 100 or more residential units or more than 10,000m2 of non-residential floor space.

To request a Pre-Application Planning Advice meeting, please download the request form in the attached files section below, fill it out and send it to us via post or email to the addresses below.
You should include the following information with this request form to help us make an assessment of whether the service is right for you:
- 1:1250 site location plan
- Drawings of your proposal
- Photographs of the site and surroundings
- Draft Design and Access Statement

In conjunction with changes to the way Haringey deals with pre-application planning advice we have also introduced Planning Performance Agreements in the borough.
Planning Performance Agreements (PPAs) are a more structured way of managing the application process of major developments. The agreements promote a partnership approach to major and strategic developments in Haringey so that a good working relationship is established between the developer and the council and joint priorities are worked on; resulting in the best development possible for the borough.
The Government sees Planning Performance Agreements as the way forward when it comes to dealing with major and strategic applications. Please see the external links section below for further information on Planning Performance Agreements from the Department for Communities and Local Government.

There is a wide range of advice on making planning applications available in this section of the website. In addition to this, for householders and applicants with proposals of less than two units, we can give advice on making an application as part of the duty planning officer advice service free of charge. This service is available at our offices at 639 High Road, Tottenham without appointment Monday to Friday 9am - 5pm.
