How to Make a Planning Application


1APP - The New National Standard Planning Application Form

1APP is part of the government’s commitment to making the planning system simpler, faster and easier to use. The government has announced that from 6 April 2008, 1APP will become the only legal way of submitting a planning application for all Local Planning Authorities (LPAs) in England. From that date all planning applications in Haringey should be made using the new National Standard Application Form.

If you are applying online via the Planning Portal (see external links section below) you will be automatically directed to the new application form.

If you are applying by hand the forms are available to download from our Forms and Fees page.

Guidance on making an application

There are comprehensive guidance notes available for each application type on our Forms and Fees page. These guidance notes will help you with each section of the application form, whether applying online via the Planning Portal or by hand.

The guidance notes will also inform you of what National Planning Application and Local Information Requirements may need to be submitted with your application, these are the extra documents that you may need to submit in order for your application to be valid.

Please ensure you read the guidance notes that accompany your application form carefully before submitting your application.

Getting further help on making your application

There are numerous ways in which you can obtain further help on making an application either from the council or external sources.

There is a wide range of advice on making planning applications available in this section of the website. In addition to this we offer pre-application advice services. Householders and applicants for proposals of less than two units can obtain advice on making an application from the duty planning officer advice service. This service is available at our offices at 639 High Road, Tottenham without appointment Monday to Friday 9am - 5pm.

For applications of two units or more and particularly for larger and more complex applications, we provide a more formal appointment based pre-application service. For more information about this service please see the pre-application planning advice service page.

The council is unable to provide drawings of potential schemes or make applications on behalf of an applicant but many applicants use agents or architects to assist with this. Whilst the council does not recommend particular agents or architects, professional bodies such as the Royal Town Planning Institute (RTPI), the Royal Institute of British Architects (RIBA) and Planning Resource which can be found in the external links section below have lists available via their websites.

Apply Online

Haringey Council welcomes your planning applications online through an E-Government initiative called the Planning Portal (see the external links section below). The Planning Portal also provides comprehensive information on planning issues and a facility to submit appeals 24 hours a day, 7 days a week.

The guidance notes to accompany each application are available to download from the Forms and Fees page.

We have produced a handy checklist offering advice on what to take into consideration when making an online application. Please see the attached files section below for a checklist of things to do which will help us to process your application quicker.

To submit your application manually please download the appropriate form and accompanying guidance note from the Forms and Fees page. On this page you can also check the correct fee for your application.

Your application will be assessed against Government policies and against Haringey Council's own policy and standards. The latter can be viewed in the Unitary Development Plan (UDP) and Supplementary Planning Guidance (SPG) sections. The Planning Policy and Projects pages offers more information on government policies and how they relate to making a planning application.

Other considerations

When making a planning application there are other considerations to take into account prior to submitting the application. We would strongly advise that you read the accompany guidance notes to your application type thoroughly.

Please note that planning permission is only one of a number of consents you may need for your proposal. For instance, you may have to get separate consent from Building Control or comply with the Council's Environmental Control standards. For more information, please go to the Enforcing Standards section. You may also need additional approval for certain developments such as listed building consent (see the Forms and Fees page).
