What is a Local Area Agreement?
Following the Local Government & Public Involvement in Health Act (2007) and local government white paper – Creating Strong, Safe and Prosperous Communities (2007), all local areas are required by law to have a Local Area Agreement (LAA) in place by June 2008.
An LAA is a three year agreement and medium term delivery plan for the local Sustainable Community Strategy. The LAA contains a ‘Story of the Place’ and the key challenges facing the borough. It also contains the priorities that will be addressing the three years of the agreement.
|TopHaringey’s Local Area Agreement
Haringey is currently in the final stages of agreeing a new LAA with central government which will run from 2008-2011. This will be signed off in June 2008. The LAA focuses specifically on key issues identified by the local community through the Sustainable Community Strategy and partners where partnership working can add greater value.
Haringey’s LAA is made up of 35 improvement indicators and 16 mandatory statutory educational attainment targets and early year indicators as agreed by the Council and its partners which have been selected from a list of national indicators. These were selected for the greatest impact that can be made in our local area. Other local priority areas outside of the 35 improvement indicators have been included in the LAA as local indicators although these will not be subject to external assessment.
|TopPartnership Working and the LAA
The LAA is based on strong partnership working. Although Haringey Council is the accountable body for the LAA, the partner members of the Haringey Strategic Partnership (HSP) have signed up to the LAA and are responsible for monitoring its delivery. Each Thematic Board is responsible for their priority targets and reporting on the delivery of these to their own Board and the HSP.
|TopHow will the LAA be funded?
There is no specific LAA grant for the new LAAs. It is up to local partners to decide how to fund the achievements of the LAA priorities and whether the Local Strategic Partnership should have an overview of any specific budgets. Many of the government’s ring-fenced and specific grants will now be paid through one area-based grant (ABG) to councils. This becomes a general council revenue grant and can be used to achieve overall LAA targets and support the delivery of local, regional and national priorities.

The Equalities Impact Assessment (EIA) for the new Local Area Agreement (2008-2011) is currently being reviewed and will be available shortly.
