Membership of HYC

Membership of HYC (Haringey Youth Council) is open to young people aged 12 to 19 years. The HYC is a team (two, with two reserves) from our secondary schools, youth groups and youth settings.

We meet six times a year. Nine of our eleven secondary schools and Moselle special school have sent members since its launch in June 2006.

Aims of HYC

The HYC agreed unanimously at the October 19th 2006 meeting were:

  • To represent the views of all children and young people in Haringey.
  • To work to promote the quality of life and opportunities for children and young people in Haringey.
  • To work for improved understanding and unity between different groups of young people.

Terms of reference were also agreed at this meeting.

Executive Leadership

After its first full year of operation a  lively meeting of HYC in January 2008 attended by over 25 young people elected  a new six member Executive team. Three existing members were successfully re-elected.  A new Treasurer, female co-leader and Junior champion were elected

The Executive posts are

  • two co-leaders/chairs (a male and a female)
  • secretary
  • treasurer
  • junior champion (12-14 years)
  • and senior champion (15-19 years).

Every young person attending the January meeting was given the chance to stand, write and make a short statement. Each post was hotly contested. See HYC Leaders.

Youth Funds Management Panel

The executive leadership is  made up of the three successful candidates for the UK Youth Parliament (results on 5th February) and the leaders of the four action groups HYC has set up. A new action group on the Environment has also been agreed and election for this post will be at the April meeting of HYC. The other groups are:

  • the youth funds management panel
  • the cultural conflict action group
  • the quality assurance or Haringey Inspection Team (HIT) action group
  • the media and marketing action group

The media and marketing group elected Alisha Bartlett as convenor. The other groups have not yet elected leaders. Potentially the executive could be 14 members.

First Year

Having agreed an action plan for 2007 the new executive leadership agreed to meet monthly with a quorum of three.

They also agreed that they would meet with the lead member for children and young people and invite councillors to view full HYC meetings.

Anti-bullying march

Highpoints of the year were the large anti-bullying street march and conference in November. Over 200 young people participated from almost all secondary and special schools.

Other achievements included

  • representing HYC at Holocaust Memorial events
  • neighbourhood forums
  • hosting visits of youth groups from Ireland
  • involvement in the student voice charter launch
  • a Question Time event with borough MPs, councillors and police commissioner
  • and two newsletters have also been produced.

An action plan has been proposed for this year which seeks to prioritise building on the anti-bullying initiative, supporting work against gun and knife crime and ways to improve community relations, particularly between young and old.

Rules

A set of rules have been developed for discussion with HYC.

Any group, agency, officer or councillor seeking to involve members of the HYC in an activity or talk on an issue will be invited to complete a brief paper explaining purpose, details and outcomes.

Safety

All organisations wishing to discuss or involve HYC/executive members are advised not to expect attendance during school time i.e. before 3.30 except in exceptional circumstances.

Full HYC meetings take place at the civic centre between 4.30 and 7.00. Refreshments are offered.

All HYC representatives should have parental approval forms signed which provide for a wide range of out-of-school activities, photographs and publicity.

For full HYC meetings youth service staff provide a minibus service to take members home or back to their school.

School staff and other officers are also asked to chaperone HYC representatives to meetings where possible.

HYC Leaders

The co-chairs (one male, one female) are the public, representative face of the youth council, the treasurer provides financial reports, while the secretary is in charge of the content of council meetings.

The junior champion is responsible for representing the views of 12-14 year-olds, while the senior champion represents 15-19 year-olds.
