Childcare Sufficiency Assessment (CSA)

From the 1st April 2008 local authorities have a duty to secure sufficient childcare to enable parents to work, or to undertake education and training leading to work.

To fulfill this duty, local authorities will help shape the childcare market in response to what parents need.

We now need to undertake a completed update of the CSA to understand what has changed since 2008.

We will be collecting information from parents, childcare providers, children and employers to feed into the report from April 2010 to July 2010 through questionnaires, focus groups and meetings. The final report will be published in April 2011.

Main findings from the 2008 childcare sufficiency assessment

The main findings from the information collected in the CSA are

  • more affordable childcare for families on low incomes
  • more holiday provision for all ages
  • more places, facilities and trained staff for those children with special educational needs or disabilities
  • more flexible childcare arrangements in terms of time and cost
  • more affordable under three full-time provision
  • easier access to before and after school provision for all primary school aged children
  • increase the awareness of 0-19 services available in each ward
  • review and rationalisation of childcare places available for 0-14 year olds

We will keep the CSA under review and prepare a new assessment at intervals not exceeding three years. We have also drawn up an Action Plan which sets out how we will address some of the main findings of the CSA. The Action Plan was approved by the Council’s Cabinet on the 21 July 2009, and is the first of annual action plans that will address the gaps that we identify in the provision of childcare across the borough.
