Eligibility criteria for those with substantial needs
If your assessment shows that you have substantial needs, you will be eligible for services provided for or arranged by adult services.
The substantial needs band covers situations where, without intervention, the result will be serious harm or injury to you or others. Examples include:
- an inability to protect yourself, maintain your own personal or others' safety, to carry out self-care tasks resulting in significant risks to life or wellbeing
- the risk of becoming mentally ill
- the risk of requiring hospital or residential care
- a significant restriction of opportunity within the family, work and the wider community.
Descriptions of risk to independence
Health and safety
- Abuse or neglect has occurred or will occur resulting in significant risks to life or wellbeing.
Personal and domestic routines
- There is or will be an inability to carry out the majority of personal care or domestic routines resulting in significant risks to life or wellbeing.
Autonomy and freedom to make choices
- Without support, there is limited choice and control over the immediate environment resulting in significant risks to life or wellbeing.
Involvement in family, work and wider community life
- Without support, the majority of family and other social roles and responsibilities cannot or will not be sustained, resulting in significant risks to life or wellbeing.
- Without support, involvement in many aspects of work, learning or education cannot or will not be sustained resulting in significant risks to life or wellbeing.
- Without support, the majority of social care support systems and key relationships cannot or will not be sustained resulting in risks to life or wellbeing.
