Concerns and Complaints

Sometimes things go wrong and you may need to make a complaint. This section gives you details of how to contact local services that can help you understand the best way to take your concerns forward. If you are still not happy, you may need to contact your councillors, MPs and MEPs or one of the campaigning bodies for older people.

Council services

If you are unhappy with a service run by the Council there is a complaints team to take your enquiries. You can also make suggestions about ways services could be improved or let the Council know when they are doing something well.

Health services

The National Health Service (NHS) has a standard complaints procedure that all health services must follow. Wherever possible, you should tell someone close to the cause of the complaint – a doctor, nurse, receptionist or practice manager – and they will attempt to resolve your concerns at an early stage.

If you complain about a hospital, trust or health authority you will receive an acknowledgement of your complaint in two working days. You have the right to a full and written reply within 20 working days of them receiving your complaint. Even if there is a delay, you should be kept informed of progress.

  • You can talk to Patient Advice and Liaison Service (PALS) staff or the complaints manager at the NHS trust hospital or primary care trust involved in your complaint. They may be able to resolve your concerns on the spot or can provide you with details of how to complain
  • You can also contact NHS Direct (external link) on 0845 4647.
  • The Independent Complaints Advocacy Service (ICAS) is also available to provide advice and support to people who wish to complain about the NHS.

Independent Review

If you are unhappy with the response to your complaint, including a complaint about an NHS Foundation Trust, you can ask the Healthcare Commission (external link) for an “Independent Review” of your case.

Patient Advice and Liaison Service (PALS)

PALS offices provide confidential advice and information for patients, families and carers on health services, social services, community centres, support groups, interpreters and link workers, services for people with disabilities and how to make a formal complaint. Each NHS Trust has its own PALS:

This is a new body set up to replace the Patient and Public Involvement in Health (PPI) Forums.

The LINk is a network of local people, organisations and groups that are interested in making sure that local health and care services meet the needs of local people.

Housing associations

Independent Housing Ombudsman (external link) can help you make complaints against housing associations or other ‘social’ landlords. They provide information and advice in Arabic, Bengali, Cantonese, Chinese, English, Greek, Gujarati, Hindi, Punjabi, Sylheti, Turkish, Urdu and Vietnamese.

Residential or nursing homes

If you have a concern about a residential or nursing home you can contact your care manager, the local authority (see complaining about social services) and/or the Commission for Social Care Inspection.

The Commission for Social Care Inspection (CSCI) (external link) inspects and reports on care services and councils to improve social care and stamp out bad practice. They can also help if you have a concern or a complaint about a social care service.

Campaigning

The following groups campaign on pensioners’ concerns:

Haringey Forum for Older People (HFOP) promotes and involves itself with policies that benefit older people. One of the Forum's aims is to ensure that the widely held concerns among older people are put and kept before the appropriate authorities. It links with health and Social Services, local MPs and councillors, and other statutory and voluntary organisations on behalf of the Forum. The HFOP work programme is defined by the concerns that older people bring to the focus meetings held three times a year. The only requirements to take part in the HFOP are to be 60 or older and to live in Haringey.

Age Concern Haringey (external link) helps make sure older people’s voices are heard by the local council, the health authority and the health service trusts.

National Pensioners Convention (external link) was formed in 1979 to act as the umbrella organisation of the pensioners’ movement throughout the country. Their main objective is to promote the welfare and interests of all pensioners, as a way of securing dignity, respect and financial security in retirement.
