Introduction

The production of a local JSNA is a legal requirement from 1st April 2008 for organisations with formal responsibility for planning and arranging publicly funded provision of health and social care services. This is known as commissioning. The JSNA is a joint responsibility of Haringey Council and the Primary Care Trust.

What is a JSNA?

A JSNA is a method of gathering information about the current and future health, care and well-being needs of the population. This information will then be used for service planning and commissioning strategies.

A JSNA is not about identifying the needs of an individual, but looks at the ‘big picture’ of the local population, specifically groups whose needs are not being met. We will work together with the PCT to develop the JSNA, to look to the future - over the next 5, 10, 15 and 20 years - so that we can plan now for likely changes in needs.

How will we conduct Joint Strategic Needs Assessment in Haringey?

1) In order to develop our JSNA we have set up the following groups:

  • Haringey Teaching Primary Care Trust
  • Haringey Council
  • Haringey Association of Voluntary and Community Organisations.

2) The JSNA Steering Group will work with commissioners, Haringey Strategic Partnership and the thematic partnerships to ensure usable intelligence can be drawn from data, analyses and assessments available.

3) We have set up task groups to progress the four workstreams (vulnerable children and young people, mental health, sexual health and population projections).

What have we done so far?

Phase 1: We published a document Towards Joint Strategic Needs Assessment in Haringey as the first phase. This document provides a high level picture of need in the borough and identifies areas where further work is required to understand need.

Phase 2: Building on phase 1, in phase two we plan to:

  1. Develop a web-based tool to host the JSNA minimum data set and future work
  2. Address some of the knowledge gaps through four work streams focused on:
    1. Sexual health
    2. Mental Health
    3. Vulnerable children and young people
    4. Population change and growth

Consultation: Consultation with our stakeholders, including our partners, service providers, service users and the general public is a key component of Joint Strategic Needs Assessment. The steering committee brings experience and understanding of the voices of these stakeholders from resident’s surveys and extensive consultations around the production of the Haringey Strategic Partnership's Sustainable Community Strategy. Priorities for the Joint Strategic Needs Assessment reflect those expressed by stakeholders in these consultations. Further, in each of the four work streams above, consultation will be undertaken to ensure that views of stakeholders form a key component of the needs assessments.

  • Summarise existing pieces of work which assess need in Haringey,
  • Outline the major indicators available locally and some key trends demonstrated by these indicators
  • Provide a resource for commissioning
  • Identify major gaps in data availability,
  • Identify priorities for future collection/ collation of data,
  • Identify areas where our understanding of need is lacking.
