Course fee rates
HALS has for many years provided a wide range of courses that have helped learners gain skills that are useful in their personal life and the world at work. Current government policy requires learners to increasingly contribute to a range of courses that provide personal development learning routes. Learner fees charged still represent a fraction of the full running costs and we do offer concessionary discounts to the standard fee on all these courses.
We are still able to offer a large range of courses absolutely free, including:
- Skills For Life, including ESOL (English for speakers of Other Languages)
- Family Learning (plus free creche spaces wherever available)
- Many of our learndirect course
- Work-based Learning provision - E2E and Apprenticeships
- Information and Advice to adults about employment and learning
- Courses for people with Learning Difficulties and Disability (LDD) provided at the College of North East London (CONEL)
- Courses that attract specific funding, including from the European Social Fund and through Sure Start
- Some of the short taster courses.
HALS fees
- Standard fee - for Home Learners (people ordinarily resident in the UK/EEA (European Economic Area), or their dependants, who have been resident in the UK or EEA continuously for three years, not sole for the purposes of education. Refugees and asylum seekers are considered as Home Learners.
- Overseas/international Fee - for people from abroad who do not meet the criteria for being a Home Learner. These learners will be charged twice the Standard Fee.
- Concessionary Fee - For adults who are Home Learners in receipt of an income based benefit or a Senior Citizen in receipt of a State pension. Depending upon the course this can vary from no charge to 50% of the standard Fee. Charges may still be made external registration, examination, and cost of materials.
- Haringey Council Staff - For staff who are currently employed by Haringey Council, a 10% discount on the standard Fee will be given on proof of employment.
- Transfers - If you wish to transfer from one course to another an administration charge of £5 will apply.
- Customised Courses - HALS is able to customise courses for local employers and business. Costs for these courses will be negotiable. We will charge direct costs for any courses arranged exclusively for community organisations.
How to pay
You can pay by:
- Cash
- cheque (with cheque guarantee card)
- postal order
- or credit /debit card.
We take payments at advertised enrolment sessions.

HALS offers childcare facilities at a number of venues during class times. The facilities are registered and all staff are appropriately qualified and CRB checked (to ensure they do not have a criminal record). It is expected that HALS will have to introduce creche charges for certain courses at some venues during 2006-07. We will seek to make such charges as affordable as possible and a concessionary rate will apply where relevant.

HALS reserves the right to cancel or amalgamate courses if the enrolments are too few.
This can mean changing the day, time or location. Every effort will be made to notify you immediately of any changes.
- If a course is cancelled before the planned start date, a full refund will be given.
- Where changes are made before the course starts which are unacceptable to you, a full refund will be given.
- If the course is cancelled or changes made that are acceptable to you after it has started, then a partial refund will be given to all enrolled learners.
- If you wish to cancel your place before the course starts or if there are exceptional circumstances that prevent you taking up your place a £5 administration charge will be deducted from your refund
- Refunds on examinations costs are not payable once you have been registered with the awarding body.
Requests for a fund must be made within two weeks from the start of the course you are enrolled on. If you wish to have your fees refunded call 020 8489 2500 and ask for a refund form. This form must be sent with a copy of your receipt to The Enrolment Team at Wood Green Learning Centre.
Your application for a refund will be considered and you will be contacted within seven days of receipt by us. If a refund is a greed, it will be paid by cheque through the Haringey Council Finance Department ( this can take up to 21 days)

- For people ordinarily resident in the UK/EAA or their dependants(Home Learners - see under Standard Fee above) - You will need to provide, for example, a utility/Council tax bill or photo card driving licence (to prove your current address).
- For Refugees and Asylum Seekers (and their dependants) - You will need to provide, for example, a utility or Council Tax bill or photo card driving licence (showing your current address) and evidence of status in the UK, for example passport (with stamp), Home Office letter, proof of financial assistance ( such as subsistence payments or other NASS support).
- For International Learners - You will need to provide proof of identifications, for example passport or photo card driving licence.
- Haringey Council Staff - Proof of current employment with Haringey Council.
