Unitary Development Plan (UDP)
What is the UDP?
The UDP (Unitary Development Plan) was adopted by the Council July 2006 and was the main statutory plan that related to the development and use of land and buildings for the whole borough. The plan contained policies on housing, jobs, leisure, transport education and health. These policies were used to help decide whether to allow or refuse planning applications.
As of the 18 March 2013 the Local Plan: Strategic Policies for Haringey,superseded the UDP to become the main statutory plan for the borough alongside the saved policies from the UDP. The UDP is made up of two parts:
- The Written Statement, contained all the the policies with explanations for their purpose and arranged in topic chapters. This document has now been updated and only contains the UDP Saved Policies following the adoption of the Local Plan: Strategic Policies.
The UDP Proposals Map, identifies specific designations, for example Metropolitan Open Land and Conservation Areas and also those sites where specific uses are sought. This should now be used in conjunction with the updated Written Statement the UDP Saved Policies document. The UDP review commenced in 2002. The draft plan was subject to two public consultation stages in September 2003 and September 2004. A total of 2,650 representations were submitted. A public inquiry ran from April to September 2005, where an Inspector dealt with outstanding objections to the draft plan. 392 objections were heard at the inquiry.
In January 2006, the Council received the Inspector’s report. The Inspector considered all objections received during the two public consultation stages, the Council’s responses to objections and further verbal and written statements submitted during the inquiry. His report responded to each objection and made recommendations for the Council to consider. A large number of recommendations endorse changes made by the Council in the revised deposit UDP in 2004. However, the Inspector also recommended further changes to the UDP, known as modifications.
The Council responded to representations submitted during the public consultation stage on the proposed modifications. On 13 June 2006, the Council’s Executive approved responses to the representations and agreed that no further modifications were necessary. The responses are contained within a Statement of Decisions and Reasons.

The UDP Saved Policies document March 2013 sets out which polices are saved and will continue to be used for the determination of planning applications alongside the Local Plan: Strategic Policies document following its adoption 18 March 2013.
