Unitary Development Plan (UDP)
What is the UDP?
The UDP (Unitary Development Plan) is our statutory plan relating to the development and use of land and buildings for the whole borough. The plan contains a set of policies on housing, jobs, leisure, transport education and health and these policies are used to help decide whether to allow or refuse planning applications. The UDP is made up of two parts:
- The Written Statement, containing policies with explanation for their purpose and arranged in topic chapters. This document can be downloaded from the View the UDP section below.
- The Proposals Map, identifying specific designations, for example Metropolitan Open Land and Conservation Areas and also those sites where specific uses are sought.
The UDP was adopted by the Council on 17 July 2006. A notice of adoption is available to download in the attached files section below.
The UDP policies and proposals are saved for at least three years, but are being replaced by the Council’s Local Development Framework.
UDP Process
The UDP review commenced in 2002. The draft plan has been subject to two public consultation stages in September 2003 and September 2004. A total of 2,650 representations were submitted. A public inquiry ran from April to September 2005, where an Inspector dealt with outstanding objections to the draft plan. 392 objections were heard at the inquiry.
In January 2006, the Council received the Inspector’s report. The Inspector considered all objections received during the two public consultation stages, the Council’s responses to objections and further verbal and written statements submitted during the inquiry. His report responds to each objection and makes recommendations for the Council to consider. A large number of recommendations endorse changes made by the Council in the revised deposit UDP in 2004. However, the Inspector also recommends further changes to the UDP, known as modifications.
The Council responded to representations submitted during the public consultation stage on the proposed modifications. On 13 June 2006, the Council’s Executive approved responses to the representations and agreed that no further modifications were necessary. The responses are contained within a Statement of Decisions and Reasons which is available to download from the attached files section below.
Haringey’s UDP - current Saved Policies 2009
From the 17 July 2009 Haringey’s UDP and Proposals Map have been saved in accordance with the Planning and Compulsory Purchase Act 2004. The Secretary of State has sent us a Direction, setting out which polices are saved and will continue to be used for the determination of planning applications; and which policies are not saved and therefore are no longer used. The Direction can be viewed in the attached files section below.
The following policies have been deleted as they no longer conform with the London Plan 2008.

- ENV3 – Water conservation
- ENV9 - Mitigating climate change: Energy Efficiency
- ENV10 – Mitigating Climate Change: Renewable Energy
- HSG9 - Density Standards
- M1 - Improvements
- M4 - Pedestrians and Cyclists
Please note that for each of the policies that have not been saved, we will use other relevant policies and guidance (UDP policies, the London Plan, National Planning Policy Statements and guidance notes and relevant legislation) to ensure that the issues covered by those policies can still be addressed.

Please note that the UDP Proposals Map available on the external website should be used in conjunction with the UDP Written Statement.
