Supplementary Planning Guidance

The Unitary Development Plan (UDP) was adopted in 2006 and its Saved Policies are still part of Haringey's development plan . Much of the detail to support the UDP policies is contained in accompanying documents called Supplementary Planning Guidance (SPG). These set out guidance to the core planning policies on topics for the whole borough and are a material consideration for development control purposes.

Code of Practice Notes 2006, which accompany the Unitary Development Plan, can be downloaded in PDF format from this page. These do not form part of the UDP and are not required to follow the same process as the UDP. Planning Policy Guidance 12 stipulates that SPG should be prepared in consultation with the general public, businesses, and other interested parties and their views should be taken into account before it is finalised. It should then be the subject of a Council resolution to adopt it as supplementary guidance. The SPG Notes were prepared in parallel with the First Deposit UDP 2003. A public consultation exercise was undertaken on the SPG in September 2003. The Council received 268 representations of objection or support during the consultation period.

The Supplementary Planning Documents (SPD) are also a material consideration for development control processes and are on their own web page. This includes the Haringey Housing SPD which sets out the detail for density, dwelling mix, floorspace minima, conversions, extensions and lifetime homes, privacy, overlooking, aspect, outlook and daylight, sunlight and affordable housing.

SPG

As the SPGs were drafted and subject to public consultation prior to the commencement of the Planning and Compulsory Purchase Act, 2004 and were closely linked to the UDP process, the documents were adopted as Supplementary Planning Guidance to be in line with the UDP policies, the UDP Inspector’s recommendations and changes to Government legislation. Two of the five that were originally adopted still remain active (see the adopted SPG section). The remaining SPGs are still draft (see the draft SPG section) and will continue to be used for development management purposes in accordance with the Executive resolution in July 2003. These draft SPGs are unaffected by the Local Plan: Strategic Policies and the UDP saved policies.

Some of the SPGs have recently been replaced by the Sustainable Design and Construction SPD, which was approved at Cabinet on 12 February 2013 and adopted at Full Council on 18 March 2013. Codes of Practice

In addition, two Codes of Practice have been prepared and adopted on employment and training and health planning obligations. The two Codes of Practice Notes will assist in development control negotiations on planning obligations and relate to employment and health impacts of development proposals.

The Secretary of State will give substantial weight in making decisions on matters that come before him to SPGs which derives out of and is consistent with the development plan, and has been prepared in the proper manner.
