Sustainable Design and Construction draft SPD

The ways buildings are designed and constructed has a direct and indirect impact on the quality of our lives and health as well as on energy use, natural resources and our immediate and wider natural environment.

The draft Supplementary Planning Document (SPD) on Sustainable Design and Construction, once adopted, will form part of Haringey’s Local Development Framework and be considered in determining planning applications. It does not create new policy, but complements and provides clarity on the implementation of national, regional and local policies that promote sustainable buildings, reductions in CO2 emissions and decentralised energy initiatives. The SPD guides how to:

  • use passive solar design;
  • use decentralised and renewable energy;
  • be more resilient to climate change;
  • reduce water use;
  • protect biodiversity and
  • reduce waste, improve resource efficiency and promote sustainable waste management.

Consultation

We consulted on the draft Sustainable Design and Construction Supplementary Planning Document, from 4 November 2010 to 27 January 2011. The consultation edition of the document, and associated supporting documents, can be downloaded from the attached files section below. The supporting documents include a Statement on Sustainability Appraisal and Equalities Impact Assessment.

Adoption

A report on the results of the consultation is currently being prepared and will be posted on this website shortly. We will then revise the SPD itself in the light of the consultation comments made. The final version of the document will then be submitted to Cabinet for Adoption. This will be at the same time as or after the adoption of the Core Strategy. At the time of writing the Core Strategy has not completed its Examination Process.

Although formal consultation has ended, we will welcome any additional comments up to the Cabinet Meeting which will decide upon adoption, which will be announced in the usual way on the Cabinet Meetings web page. Following adoption (if approved), any person with sufficient interest in the decision to adopt the SPD may apply to the High Court for permission to apply for judicial review of that decision. Any such application must be made promptly and no later than 3 months after the date on which the SPD is adopted.
