Pre-Application Planning Advice Services

Pre-Application Planning Advice

On Tuesday 6 May 2008 Haringey Council introduced a more formalised service for pre-application planning advice and an accompanying charging regime for certain planning applications.

The new charges have been introduced in order to provide a higher quality service to applicants and to filter out speculative and poorly thought-out development proposals.

The charges apply to any development proposal of two or more units and will vary from £300 for a development of 2-4 units to £4,000 for a major or strategic development. Householder applications will not be charged for pre-application advice.

Planning Performance Agreements

In conjunction with changes to the way Haringey deals with pre-application planning advice we have also introduced Planning Performance Agreements in the borough.

Planning Performance Agreements (PPAs) are a more structured way of managing the application process of major developments. The agreements promote a partnership approach to major and strategic developments in Haringey so that a good working relationship is established between the developer and the council and joint priorities are worked on; resulting in the best development possible for the borough.

The Government sees Planning Performance Agreements as the way forward when it comes to dealing with major and strategic applications. Please see the external links section below for further information on Planning Performance Agreements from the Department for Communities and Local Government.

Consultation on Planning Performance Agreement Charter

As you may be aware Haringey has recently introduced Planning Performance Agreements as a method of project managing large and strategic developments in the borough. As part of this, we are introducing a Planning Performance Agreement Charter which sets out how the agreements work in practice and the roles and responsibilities on the council side and the developer side.

We held a consultation on the proposed charter from 10 September 2008 to 8 October 2008. Following the consultation all comments were taken into consideration and a final draft of the charter was presented at Planning Committee for final adoption on 8 December 2008.
