Conservation Area Character Appraisals

The 29 Conservation Areas in the borough have been designated on the basis of their special architectural and historic interest.

Government advice expresses the need for local planning authorities to adopt and publish character appraisals for the conservation areas in their borough and review and update them on a regular basis.

Purpose of Conservation Area Character Appraisals

The purpose of a conservation area character appraisal is to define the 'special architectural and historic interest' that warrants its designation and to identify what it is about the character or appearance of the area that should be preserved or enhanced.

Appraisals define the 'designated heritage assets' and other features of interest that give each conservation area its special architectural and historic character as well as any features that detract from the character of the area. It should be noted that an appraisal does not represent an exhaustive record of every building, feature or space within the conservation area and an omission should not be taken to imply that an element is of no interest.

Appraisals examine the existing boundaries of the conservation area and consider the potential for other areas to be included and, if appropriate, where existing areas should be excluded. However, there will be no conservation area boundary changes implemented as part of the 2010 review. This is because of current Central Government policies with regard to public service spending and their effect upon local government resources, particularly the associated implications for action by the Planning Enforcement Team. Previous recommendations for boundary changes could potentially be reconsidered as a separate process at a later stage when the financial climate has improved.

Appraisals can also make a number of proposals that are aimed at either protecting the special architectural and historic character of the area where it is seen to be under threat, or enhancing the character of the area where there are opportunities to do so.

A character appraisal used in conjunction with planning policies in Haringey’s Unitary Development Plan and other guidance will assist the ongoing management of a conservation area, including development control decisions.

Conservation Area Character Appraisals in Haringey

Haringey’s Carbon Management and Sustainability Team is carrying out a rolling programme of producing character appraisals for the borough's 29 conservation areas. This is a long term project and a number of appraisals have already undergone consultation, approval and adoption.

To date three phases of production of character appraisals have taken place which have both included a programme of public consultation resulting in their approval and adoption as support for the UDP and developing LDF.

Future Phases

The Council will continue to produce character appraisals for the remainder of the borough’s conservation areas, and will make them available on this web page, in local libraries and at River Park House, 225 High Road, Wood Green, N22 8HQ.

Hillfield Conservation Area Consultation

Consultation has been carried out on the draft Hillfield Conservation Area Character Appraisal (PDF, 238K).

As the three adjoining Hornsey conservation areas (Hornsey High Street, Hornsey Water Works & Filter Beds, and Hillfield) form a coherent group, they will be incorporated into a single Appraisal report within which each area is analysed in turn.
