Conservation Area Character Appraisals

The 29 Conservation Areas in the borough have been designated on the basis of their special architectural and historic interest.

Government advice expresses the need for local planning authorities to adopt and publish character appraisals for the conservation areas in their borough and review and update them on a regular basis.

Purpose of Conservation Area Character Appraisals

The purpose of a conservation area character appraisal is to define the 'special architectural and historic interest' that warrants its designation and to identify what it is about the character or appearance of the area that should be preserved or enhanced.

Appraisals define the features of interest that give each conservation area its special architectural and historic character as well as any features that detract from the character of the area. It should be noted that an appraisal does not represent an exhaustive record of every building, feature or space within the conservation area and an omission should not be taken to imply that an element is of no interest.

Appraisals examine the existing boundaries of the conservation area and consider the potential for other areas to be included and, if appropriate, where existing areas should be excluded.

Appraisals can also make a number of proposals that are aimed at either protecting the special architectural and historic character of the area where it is seen to be under threat, or enhancing the character of the area where there are opportunities to do so.

A character appraisal used in conjunction with planning policies in Haringey’s Unitary Development Plan and other guidance will assist the ongoing management of a conservation area, including development control decisions.

Conservation Area Character Appraisals in Haringey

Haringey’s Design and Conservation Team is carrying out a rolling programme of producing character appraisals for the borough's 29 conservation areas. This is a long term project and a number of appraisals have already undergone consultation, approval and adoption.

To date two phases of production of character appraisals have taken place which have both included a programme of public consultation resulting in their approval and adoption as support for the UDP and developing LDF.

Phase One: Adopted Character Appraisals

The following conservation areas each has a character appraisal approved and adopted by the Council's Planning Committee on 26 February 2007:

Phase Two: Adopted Character Appraisals

The following 3 conservation areas each has a character appraisal approved and adopted by the Council's Planning Committee meeting on 11 February 2008.

Future Phases

The Council will continue to produce character appraisals for the remainder of the borough’s conservation areas, and will make them available here, in local libraries and at 639 High Road, N17 8BD.

Hillfield Conservation Area Consultation

Consultation has been carried out on the draft Hillfield Conservation Area Character Appraisal.

Crouch End Conservation Area Consultation

Consultation has also been carried out on the draft Crouch End Conservation Area Character Appraisal.

The formal consultation began on 22 June 2009 and was extended to 30 September 2009.

A further extension to the consultation period is in operation until a public meeting to receive further comments takes place in the New Year. This meeting will be advertised when a date has been agreed.

Comments received will be taken into consideration and amended Appraisals will be reported for approval and adoption by the Council in 2010.

Appraisals are formal planning documents setting out what gives the conservation area its special historic and architectural character and, when adopted, will be used to guide decision-making on planning applications within the conservation area.

Consultation is primarily aimed at local conservation, amenity, environmental, business and residents' groups, but constructive comments are also welcome from interested individuals.
