Hornsey Town Hall - Development Management Forum

The Planning Service will be holding a Development Management Forum on the 25 March 2010 at 7pm at Hornsey Town Hall in relation to the recently submitted Listed Building Consent and Planning Application on Hornsey Town Hall. There will be a representation from the Architects for the scheme.

About the Planning and Regeneration Service

The Planning and Regeneration Service is responsible for controlling and promoting development in the borough in order to provide an attractive, efficient and sustainable environment.

The Planning and Regeneration Service is made up of 5 areas:

Development Management and Technical Support Team

Development Management is a process, which regulates the development and use of land in the borough. It is a complex process governed by the law and involves:

  • Consideration of planning applications
  • Monitoring of development as it takes place
  • Enforcement action where breaches of control have occurred
  • Provision of information and advice about the system generally and individual proposals specifically

It provides a service to the local community and ensures that changes to our physical surroundings - buildings and land - are right for their purpose and location.

Planning Policy and Design

Planning policy and projects work to produce the local policies which, together with national and regional planning policies, are used to control and enhance development within Haringey. Haringey planning policies are made up of a portfolio of policy documents, under the umbrella of the Local Development Framework (LDF). The Local Development Scheme (LDS) is the project plan which sets out the work programme for developing the LDF. This includes the Unitary Development Plan (adopted in 2006), Supplementary Planning Guidance and other spatial planning documents.

The Design and Conservation Team’s role is to enhance the architectural quality of the borough’s Heritage Assets that make up the built and natural environment by the protection of its historic buildings, structures and areas by encouraging high-quality new buildings and public space. The team work towards ensuring a well-designed, accessible and attractive built environment for all who live and work in Haringey.

Strategic Sites

The main priorities of the strategic Sites and Project group are to secure the physical regeneration of the borough’s key sites. Some of the mechanisms used to achieve include the following:

  • Identify site constraints and opportunities for development.
  • Prepare frameworks to encourage and guide sustainable development (eg master plans, planning briefs, regeneration strategies etc).
  • Build partnerships with external agencies and the local community.
  • Secure public and private sector funding (eg Growth Area Funds [GAF] and Section 106 contributions commuted from developers to secure planning permission).
  • Facilitate and monitor GAF and Section 106 projects.
