Introduction

Climate change is a very important topic at the moment and significant efforts are being made to encourage householders to reduce the amount of energy they consume and hence to reduce their carbon emissions.

Furthermore the topic of fuel poverty is also very important and the Government is committed to helping the most vulnerable members of society with heating and insulating their properties. Therefore grants and financial incentives are often available to encourage householders to install energy saving measures.

Under the terms of the Energy Efficiency Commitment all energy suppliers are statutorily obliged to deliver improvements in housing. The Energy Efficiency Commitment 2005 - 2008 requires gas and electricity suppliers to deliver improvements in domestic energy efficiency that will correspond with an overall saving of 130 terawatt hours between 1 April 2005 and 31 March 2008.

All licensed gas and electricity suppliers with at least 50,000 domestic customers will have to meet an energy efficiency target and prepare an action plan on how this obligation can be achieved.

As a result of their obligations many of the utility companies offer discounted loft and cavity wall insulation, therefore it is recommended that residents contact their energy supplier to enquire about any such schemes.

Grant Schemes within Haringey

Haringey residents in receipt of means tested benefits may be eligible for either or both of the following schemes: Those residents requiring the installation of a new central heating system should approach the Warm Front Team first as central heating systems are not installed under the terms of the 'Here to help' scheme.

1. Warm Front

  • This is a National scheme funded by Central Government to assist those deemed to be vulnerable with heating and insulating their properties.

2. Here to Help

  • This scheme is run nationally by British Gas, with Haringey Council having negotiated a contract whereby residents of Haringey are included up to 31 March 2008.
  • The scheme functions to install insulation measures and also provides help and information through the charity partners involved.

3. Warmth and Comfort Scheme

  • A scheme run in partnership with British Gas
  • Provides home heating and insulation assistance to those in receipt of means tested or disability related benefits

4. The London Mayor's Home Insulation Scheme

  • A scheme run by the London Mayor
  • Provides discounted home insulation for those not in receipt of any benefits
  • Those over 70 or in receipt of benefits could have the work carried out for free
  • The first 30,000 applicants will also receive up to £100 cash back from the Mayor of London
