Empty Property Grants

Due to changes in the way the government is financing private sector housing renewal we are currently reviewing our existing grants policy.

What will be funded?

Repairs and/or improvements necessary to convert empty properties into habitable units, which meet both planning and building regulation requirements.

This scheme, which is offered in conjunction with the Housing Service, is discretionary and dependent on the refurbishment costs.

How much is the grant?

The grant is for half of the cost of the work including architects fees up to a maximum of £17,000 per unit of accommodation provided (ie. A house split into two flats could get a maximum of £34,000). The conditions placed on this grant are that the owner lets the property as an Assured Shorthold Tenancy for two years with nominees from the Council. The landlord has to manage the property for this time after which time they can do whatever they want with the property but must continue to own it for 10 years

Who is eligible?

Empty property grants are given to owners of properties empty for one year or longer.

Grants are also to first-time buyers and to owner occupiers who need to move into larger accommodation as their property has become overcrowded.

Again, the property needs to have been vacant for more than one year and be in need of repair.

The grant is up to half the cost of the works with the maximum being £34,000.

What conditions apply?

  • Grants will be subject to a private sector lease being offered to the Council. The lease will be for a minimum of five years, with the option to extend to ten years.
  • If the property is sold within ten years the grant must be repaid on a pro rata basis.

How will the grant be administered?

  • Grants will be available subject to an assessment by the Empty Property Team and prioritisation within the grants programme.
  • The grant will only be allocated when all administration procedures have been completed.
  • The owner will be expected to finance all works to the property. The Council's contribution will only be paid on completion of the works and subject to the receipt of all necessary documentation.
  • Anyone who has exercised the Right To Buy will not be eligible for this grant.
