Mutual Exchanges
Council and housing association (also known as RSLs - registered social landlords) tenants normally have the right to a mutual exchange. This means you can swap your home with another tenant provided both landlords agree.
Mutual exchanges are available to tenants wanting to swap homes with another Haringey tenant, or a council or housing association tenant living anywhere in Britain. Both landlords have to agree to the exchange.
It is possible for more than two tenants to exchange properties. For example, three-way or multiple exchanges can be permitted.
If you are in rent arrears it is very unlikely your exchange will be approved.

If you find someone who wants to swap with you, you should ask us to approve the exchange. We have six weeks from the date your application is received to make a decision.
It is very important that you do not move until you have the written approval of your new landlord and have signed or made arrangements to sign the necessary documents and that we have agreed to allow the other person to move into your home.
An exchange will normally be refused if one of the tenants is in rent arrears or if a notice of seeking possession has been served. An exchange may also be refused if the properties are too big or too small for the family intending to move in, or if one of the properties is specifically for elderly or disabled persons. If you exchange properties, you accept the property in the condition it has been left in by the last tenant. Although we remain responsible for repairs in accordance with the tenancy agreement, the Tenants’ Charter and the Repairs handbook, it will be your responsibility to repair any damage caused by the previous tenant.
