Waste Contract

Haringey Council and Veolia ES, working in partnership

Haringey Council has awarded a new contract for waste collection and street cleansing to Veolia ES (UK) Ltd. This new contract came into effect on 17 April 2011. Some of the key aspects of this contract can be found in the service summary below.

Consultation

As part of the procurement process, the council undertook a consultation with residents on waste services in the borough, which was issued as an insert in the July 2009 edition of Haringey People magazine. This resulted in the biggest response the council has ever had to a consultation. A survey was also sent out to businesses, to help shape a new commercial waste service.

Procurement

The procurement process that led to the award of this contract was carried out under EU Procurement Regulations using a competitive dialogue procedure. This allowed the council to work with suppliers during the procurement to gradually refine solutions as the dialogue progressed. The council issued suppliers with an Output Specification early in the process, which the was used by these companies to develop their proposals. Service summary

Veolia has committed to some key outcomes for Haringey:

  • Top 25 percent performance in London on street cleansing
  • 40 percent recycling rate by 2015, with a view to reaching 50 percent
  • Reduction in carbon emissions of 40 percent from current levels

Veolia will be introducing the following changes and improvements to waste services in Haringey to help achieve these objectives:

  • Reorganisation of street cleansing services into eight villages, with residential streets being swept on average twice a week. For more information visit the street cleansing page.
  • Introduction of wheelie bins for recycling from street level properties from 2012 onwards.
  • Phased introduction of fortnightly collections of non-recyclable refuse from street level properties, while maintaining weekly collections of recycling, food waste and garden waste.
  • Two-year strategy to tackle fly-tipping in the borough.
  • Launch of a new commercial waste service, as a partnership with the council.
  • Comprehensive education and engagement programme, delivered by a dedicated team alongside volunteers and champions from the community.
