Parking Charges for Parking Tickets
Penalty Charges are set by a London-wide body called London Councils (formerly the Association of London Government) ensuring that charges are consistent throughout London.
In Haringey, we have two Bands for Penalty Charge Notices (PCNs)
- Band A
- Band B
Band A applies in the Wood Green Controlled Parking Zone and all bus lanes. The remainder of the borough falls within Band B.
The charges issued within the London Borough of Haringey were changed to provide a fairer system of parking enforcment, intended to penalise those who commit more serious contraventions.
Serious Contraventions for parking penalties:
- £120 (Band A) reduced to £60 if paid within 14 days from the date of issue of the Penalty Charge Notice.
- £100 (Band B) reduced to £50 if paid within 14 days from the date of issue of the Penalty Charge Notice.
If a parking notice is issued in the Band A area, for a serious contravention the penalty charge will be £120. However, it will be discounted to £60 if paid within 14 days. If the Notice to Owner is not paid this charge increases to £180 when a Charge Certificate is issued and will increase further to £185 when registered as a debt.
In the Band B area, for a serious contravention the penalty charge will be £100, discounted to £50 if paid within 14 days. If the Notice to Owner is not paid this increases to £150 when a Charge Certificate is issued and will increase further to £155 when registered as a debt.
If the debt is passed to bailiffs for recovery, then you will have to pay the bailiffs fees as well.
Some examples of serious contraventions include:
- parking at bus stops
- parking on double yellow lines
- parking in a suspended bay
- parking in a bay without displaying a valid permit
- parking on pedestrian crossings
- parking in safety zones outside schools
- parking on yellow lines.
Less serious contraventions for parking penalties:
- £80 (Band A) reduced to £40 if paid within 14 days from the date of issue of the Penalty Charge Notice.
- £60 (Band B) reduced to £30 if paid within 14 days from the date of issue of the Penalty Charge Notice.
If a parking notice is issued in the Band A area, for a less serious contravention the penalty charge will be £80. However, it will be discounted to £40 if paid within 14 days. If the Notice to Owner is not paid this charge increases to £120 when a Charge Certificate is issued and will increase further to £125 when registered as a debt.
In the Band B area, for a less serious contravention the penalty charge will be £60, discounted to £30 if paid within 14 days. If the Notice to Owner is not paid this increases to £90 when a Charge Certificate is issued and will increase further to £95 when registered as a debt.
If the debt is passed to bailiffs for recovery, then you will have to pay the bailiffs fees as well.
Some examples of less serious contraventions include:
- parking after the expiry of a pay and display ticket
- re-parking in the same space within the set time
- parking with engine running (where prohibited)
- parking for longer than permitted
- not parking correctly within the markings of the bay or space
Important Note relating to Penalty Charge Notice under Contravention Code 12
The definition of this contravention is “Parked in a residents' or shared use parking place without clearly displaying either a permit or voucher or pay and display ticket issued for that place.”
This contravention carries the higher penalty charge. However, this charge may be reduced to the lower penalty charge if you were parked in order to visit a resident and can provide evidence.
Proof accepted by Haringey Council is a valid visitors’ parking permit, voucher, pay and display ticket and resident parking permit.
Please remember that if you want to challenge the issue of the Penalty Charge Notice, you should not send payment at this time, but follow the instruction on the notice.
