Residents and Visitors Parking Permits

Who qualifies for a residents’ permit?

To get a resident’s parking permit you must:

  • own or be the keeper of a car or other eligible vehicle with a copy of a valid tax disc. The maximum size for passenger or goods vehicles is 2.27 metres (7’6") high; 5.25 metres (17’3") long
  • be a resident in the Control Parking Zone (CPZ)
  • be aged 18 or over
  • complete the Council’s parking permit application form and return it to us, with all the evidence requested and payment.

A resident’s parking permit only applies to the vehicle whose registration number appears on that permit.

Who qualifies for a visitors permit?

To be eligible for a short stay or weekend visitor’s parking permit you must:

  • be a resident in the Control Parking Zone (CPZ)
  • be aged 18 or over
  • complete the Council’s parking permit application form and return it to us, with all the evidence requested and payment.

How to apply.

Please note:

If you are visiting someone who lives in a CPZ area you can ask them to give you one of their visitor parking permits, if they have any.

If you are not visiting a particular resident you cannot get a visitor’s parking permit.

However, you can buy a pay and display ticket from a pay and display machine and park in a pay and display bay or shared use bay for up to two hours. You must buy a ticket that is valid for the whole of the time you wish to park.

Once you have bought the ticket, you cannot put more money in the machine to buy extra time. You must leave the bay when your time is up.

Two week permits

When applying for a two week visitor permit you must ensure that you provide details of the make, model and registration mark of the vehicle. Without this information we will be unable to process your application.

Note for Blue badge holders

If you have a blue badge you are allowed to park your vehicle in any type of parking bay except business bays, doctor bays and in loading and unloading restricted areas.

How to use your permit

Visitors permits may only be given to those calling at the permit holders address. It is the householders responsibility to ensure that their permit is retrieved from a visitors vehicle at the end of their stay. All permits must be displayed clearly in the windscreen of the vehicle.

What the permit allows you to do

The permit will let you park in any parking spaces which are reserved for permit holders.

Visitors to the area with valid permits can park in spaces provided for this purpose.

Foreign Vehicles

Residents who own a foreign vehicle must register it with the Driver and Vehicle Licensing Agency (see the DVLA website in the external links section below) who will issue them with a V5 logbook.  The logbook can then be used to apply for a parking permit.

How to apply

To apply for a new permit you must complete the relevant parking permit application form and return it to us, with all the supporting information requested.

Your duties as a permit holder

It is your duty to ensure:

  • your permit is valid
  • your permit has not expired
  • that the registration number is correct
  • your permit is used in accordance with the conditions of issue.
  • your permit is returned to us when you move out of the borough.

Renewing your permit

If you already have a permit, we will send you a renewal form three weeks before it runs out.  However if you do not receive this renewal form during the timescale, it is still your responsibility to renew your permit at your local Customer Service Centre.

Withdrawal of a permit

A permit may be withdrawn or invalidated if:

it is found that a permit is not being used in accordance with these guidelines

  • it is found that a person is no longer eligible to hold a permit

the permit is altered or defaced in anyway or passed to unauthorised users.
