Staff Travel Plan
The Council’s Staff Travel Plan provides a package of measures designed to reduce staff car usage and the necessity to travel for commuting and work related journeys.
Please note: There is no parking available for external visitors to the Council in Wood Green except for Blue Badge holders.
There are 3 main elements to the staff travel plan:
- Alternative transport
- Essential Service Permits
- Essential User Car Allowance

- Access to 3 electric cars (1 Citroen C1 and 2 Mitsubishi vehicles)
- 11 pool bicycles (including an electric bicycle)
- Cycling incentives, including the cycle to work schemes, discounts for staff at local bike shops, interest free loans for cycling equipment, improvements to cycle parking, shower and locker facilities at council offices, cycling training and maintenance sessions
- A council car sharing scheme and access to car club vehicles
- Provision of local public transport, walking and cycling information
Essential Services Permits
More stringent criteria were introduced on 1 April 2008 with permit charges graded according to a vehicles’ carbon emissions.

Stricter criteria have been introduced for allocating an Essential User Car Allowance to a post. Employees who receive this allowance can replace it with a travel allowance of £753.

|Back to topStaff Travel Plan Aims
The travel plan identifies opportunities to influence staff travel behaviour. It does this by introducing facilities and information to encourage staff to use greener and healthier travel choices. These choices include cycling, walking further, public transport, car sharing, and low-emission vehicles, which reduce the need for staff to use their own cars.
The aims are to:
- reduce vehicle CO2 emissions from the following Council’s activities:
- Staff commuting
- Business travel
- Fleet operations
- Visitor journeys
- reduce congestion and parking pressures
- promote staff health and vitality
- enhance staff recruitment and retention benefits
- improve local air quality
- ensure the Council lead by example – and become one of London’s greenest boroughs.
Staff Travel Survey – July 2009
Following the introduction of the staff travel plan in April 2008, staff travel habits were resurveyed in July 2009. From a 26.5% response rate, the results show a 5% reduction in single occupancy car usage, a 26% reduction in business travel private car trips, an increase in cycling of 2.5% and walking and public transport usage increased by 1%.
