Heavy Enforcement

Haringey is investing heavily in enforcement. The Heavy Enforcement Team (HET) was set up to deal with the most difficult, high profile and significant environmental crimes and criminals affecting the borough.

Environmental crimes are those that degrade our public and open spaces and reduce the quality of life of those that live and work in the borough.

They include:

  • fly posting and fly tipping
  • abandoned vehicles
  • unauthorised and nuisance developments
  • rogue trading
  • anti social behaviour.

The team

The HET operates from within Enforcement Services and alongside colleagues from Streetscene, Environmental Health, Licensing, Planning, Building Control, Trading Standards and Street Wardens.

It is accountable to the Assistant Director (Enforcement) and through him to the Enforcement Coordinating Group, a borough wide alliance of enforcement agencies focussed on Environmental Crimes.

Initially, the team will include three highly skilled and experienced enforcement officers, managed by a team leader with a track record of success and innovation. The Council has an open mind, but expects at the outset that these officers may have Environmental Health, Planning or Legal backgrounds.

The team will develop activities and resources that support its corporate role.

The job

The HET operates across traditional disciplinary boundaries so that the most effective action to any given problem can be taken. Crucial to the thinking behind the HET is that they should be authorised to use the best powers available to them, from whatever discipline.

The Team develops and implements new work areas, and ways of working, to achieve the best possible results. While it focuses on heavy enforcement, its armoury will include whatever works and the Team’s high corporate priority will be reflected in strong support from other Council services when required.
