Street Drinking

Antisocial behaviour associated with street drinking has been recognised as a concern in Haringey. Problems identified include; litter, noise, urination and intimidation all of which have a detrimental impact to the quality of life for residents.

As a result Haringey Council's Street Enforcement Team has designated a number of areas within the borough as Alcohol Control Zones (ACZ). The zones are enforced predominantly by local Safer Neighbourhood Police Teams but can be enforced by any Police Officer.

Police Powers

  • Police may require individuals to stop drinking alcohol immediately.
  • Police may remove alcoholic drinks from problem drinkers in the street.
  • Non compliance could result in arrested and, upon conviction, fine of £500.
  • This is a discretionary power where action is only taken against individuals that are seen to be causing a nuisance, annoyance or disorder.

The Zones

Eleven wards within Haringey have alcohol control zones. Out of the eleven, four have had the entire ward designated. These include; Noel Park, Northumberland Park, Tottenham Green and Seven Sisters. The remainder are partially designated. These include: Bounds Green, Bruce Grove, Tottenham Hale, Harringay, St Ann's, West Green and Woodside. Evaluation

Haringey Council has recently conducted an evaluation of the Alcohol Control Zones within the borough. The evaluation was conducted in order to assess; the effectiveness of the zones, the use of the powers by Police, and the current level of unsociable street drinking in the borough. The evaluation took into consideration factors such as; public perception, cleanliness of the streets and Police statistics related to anti social behaviour and street drinking.

The evaluation concluded that the alcohol controlled zones are having a positive effect in reducing alcohol related anti social behaviour within Haringey. It also suggests that the legislation is being used proportionately and efficiently by Police. However, it does highlight that street drinking is still occurring with Haringey meaning the zones need to continue in order to combat alcohol related anti-social behaviour.
