Comprehensive Performance Assessment

The Audit Commission assesses how well local authorities perform in the Comprehensive Performance Assessment (CPA).

Our corporate assessment

A major part of the CPA is the corporate assessment, and in October 2006 Haringey Council scored 3 out of a possible 4. This is an improvement from the previous score of 2 in 2002. The Corporate Assessment score counts towards the overall CPA score for the council.

The Corporate Assessment looks at the capacity of the council and whether it is working well with partners to deliver its priorities.

Key points made in the Corporate Assessment include:

  • Haringey has worked well with partners and local people to set an ambition and priorities that are stretching and challenging and address local needs. Well founded plans add substance to the ambition;
  • Priorities address the most pressing concerns for local people. The council is focused and does not become distracted;
  • Community cohesion, user focus and diversity are significant strengths;
  • Haringey is a good community leader and works well in partnership. Members are very active in their communities championing residents' concerns;
  • Political leadership at the council is strong, and the council's managerial leadership style is one of drive and openness, with a people and user focused approach;
  • Financial management is sound;
  • Performance management is a strength of the council;
  • The council is performing well, with particular strengths in community safety, the environment, older people and children and young people.

From April 2009 the Comprehensive Performance Assessment is being replaced by the Comprehensive Area Assessment (CAA).  The CAA will be a joint assessment of the local area, assessing the contribution of the Council and its partners to improving the quality of life.  The experience of citizens and service users will be at the centre of the new assessment framework, which will focus on outcomes for local people.
