Campsbourne Estate Consultation
Haringey Council secured funding for the Campsbourne Estate from the developers of the New River Village. This funding was obtained under a Section 106 planning obligation, (see below for more information on Section 106).
Some of the funding has been spent already including the creation of an imaginative new community garden on a patch of redundant estate land with an innovative design which was developed with local residents.
Haringey Council has gathered together a large list of projects proposed by residents over the last couple of years and has asked people to vote on which projects should get funded from the remaining money available.
|TopWhat are Section 106 planning obligations?
As part of the planning process a local planning authority and a developer may enter into a legal agreement to enable any adverse impacts of a development to be offset, to enhance the physical environment or to contribute to local facilities where this is not possible through planning conditions.
This agreement, known as a Section 106 agreement (the legislative basis for planning obligations is Section 106 of the Town and Country Planning Act 1990) is a delivery mechanism for the matters that are necessary to make a development acceptable in planning terms.

Project List
We asked you to let us know how YOU would spend £140,000 on the estate! (Please note the consultation is now closed.)
In the attached files section below you will see a list of projects that fit in with the criteria and budget of the funding available. Many projects are quite low cost and some are much more costly but in turn may have a bigger impact on the estate. We asked you to select as many projects as you wished up to a maximum of £140,000.
If people only wished to vote for a few projects, that was great, but we did have £140,000 to spend and it was helpful to see how residents would spend the whole budget available.
Please note that the costings were just estimates at this stage.

We wanted to gather the views of the whole Campsbourne community ie people who live and work on the estate.
The consultation process began on 3 March 2008 and ran until 31 March 2008.
Views were submitted by email and we also held a series of events to reach out to different groups across the estate which were publicised separately.
Results
We would like to thank everyone who responded to our consultation earlier this year about potential environmental improvements to the Campsbourne. Residents set 3 clear objectives to guide these improvements:
- Making the estate greener and more environmentally attractive.
- Providing good quality and safe facilities for young people to play sport, both as a healthy lifestyle and an distraction from anti-social behaviour.
- Making the estate environment safer, designing out places where residents fear anti-social behaviour.
These objectives have led to selection of the following projects for implementation:
- Landscaping of the public square and pathway alongside Harvey House, creating an attractive and green approach to the estate.
- Improvements to the planters and paving behind Wat Tyler House.
- Provision of an open-air sports facility: discussions are now underway about the best location for this facility.
- Fencing behind Stokley Court, to protect this sheltered housing from anti-social behaviour.
- Other measures to design out anti-social behaviour and crime.
Work commenced on implementation of these projects early in 2009 – (with the exception of the sports area, where further debate will be needed to identify the most suitable location).
